The Australian Vocational and Training System (AVTS) Consultative Forum, held in Melbourne on 14 February 1996, provided participants from industry, small and medium enterprises, large firms, government and non-government schools, state and territory vocational education and training (VET) providers and the Commonwealth and equity groups an opportunity to consult on the implementation of the AVTS. The Forum took the form of workshops and presentations. The following issues were covered in the workshops: Work placement coordination; Key competencies; Industry involvement in the AVTS; Professional development; Communications and marketing; NETTFORCE and labour market programs; Access and equity; Assessment / recognition of prior learning (RPL); Industrial issues; Best practice; Small and medium enterprises; Schools. Key messages to emerge from the Forum included: the need to encourage collaborative partnerships between providers and enterprises; the need to develop flexible funding arrangements; the need for flexible delivery strategies and arrangements; the need to incorporate access and equity issues when considering work placements; and the need to share professional development resources across states and territories and industries. This report contains a summary of key messages that came out of the Forum; a summary of the Forum by Terry Moran; an outline of the issues that were dealt with in the workshops and the views and conclusions of each workshop; and, the presentations. The Australian Flexible Learning (AFL) Framework is a five year strategic plan to accelerate the adoption of e-learning (electronic learning) in vocational education and training (VET). The AFL Framework is supported by an annual implementation plan. It was originally adopted in 1999 under the name 'Flexible learning for the information economy: a framework for national collaboration in vocational education and training (VET) 2000-2004'. The framework was endorsed by the Australian National Training Authority (ANTA) to support the adoption of flexible learning modes and to position Australian VET as a world leader in using new technologies in vocational education products and services. The AFL framework has since been rebadged as the 'Australian flexible learning framework for the national vocational education and training system 2000-2004' (AFL framework).
The 'Australian flexible learning framework for the national vocational education and training system 2000-2004' is indexed at TD/TNC 61.92. In August 1999, 'Flexible learning for the information economy: framework for national collaboration in vocational education and training 2000-2004' was endorsed. The framework has been developed by the Education Network Australia Vocational Education and Training Advisory Group (EdNA VET Advisory Group or EVAG) and represents a strategic plan for the five-year National Project allocation for Flexible Learning. It is designed to support both accelerated take-up of flexible learning modes, and to position Australian Vocational Education and Training (VET) as a world leader in applying new technologies to vocational education products and services. This publication provides an overview of the changes to the Australian VET system and the guiding principles and goals of the framework for national collaboration in VET 2000-2004.
