In allocating resources for VET, courses chosen for support should fit participants for occupations that would otherwise be in relatively short supply during the medium term. Hence the allocation of VET resources requires that judgements be made about future demands for and supplies of labour in different occupations. The Centre of Policy Studies, Monash University, has developed formal techniques for forecasting the demand side of occupational labour markets. The MONASH system is described in this document. Sections are devoted to the margins MONASH allows for disaggregation in the wholesale and retail trade sectors and in the sales sector, employment forecasts for targeted occupations, the processing of occupational forecasts to anticipate training needs, and the issues involved in assessing the reliability of these forecasts. Data covers occupations targeted by the NSW Board of Vocational Education and Training (BVET). Those occupations are: restaurant and catering managing supervisors; accommodation and tavern managing supervisors; pre-primary school teachers; welfare para-professionals; child care co-ordinators; cooks; hairdressers; child care, refuge, and related workers; travel stewards; and housekeepers. This research project was designed in two stages: stage one aimed to develop a set of performance measures in quality teaching and learning in vocational education and training (VET); stage two aimed to trial the performance measures. Participants in the project were from Canberra Institute of Technology Child Care Department, four BHP Steel sites, Metropolitan Business College (NSW), and Western Sydney Institute of TAFE. Stage one research resulted in the development of fifteen performance measures under these headings: 'Planning and preparation', 'Content and relevance', 'Delivery', 'Assessment and evaluation', and 'Student-teacher/trainer relationship'. Stage two reported on: the effectiveness of the performance measures; a model for a self-evaluation process; examples of good teaching and training practices; performance improvement strategies; confirmation of the complexity of the teaching and learning process; areas for further research. The collection of effective teacher and trainer practices gathered from the research has been published in 'Mirror, mirror on the wall: voices of VET teachers and trainers' (TD/ANTA 82.56). Some communities in rural and regional Australia have become known as ‘learning communities’ as they concentrate on learning to promote social cohesion, regeneration and economic development in the face of challenges, many of which are generated as the globalised knowledge economy emerges. In 2001, the Australian National Training Authority (ANTA) launched its learning communities pilot national project to encourage the development of learning communities and learn more about them. Ten rural and regional communities received funding to undertake a learning audit as the initial stage of becoming a learning community. As part of the project, each community completed an audit of their learning strategies and capacity to become a learning community. These audits consistently reveal a number of common themes that are seen as being essential for the sustainable development of learning communities. This is the story of Newcastle, New South Wales (NSW). Show less

The Australian National Training Authority (ANTA) and State Training Agencies are committed to enhancing the competitiveness of Australian industry by providing a world class national vocational education and training system. Throughout Australia the goal is an educated, highly skilled and flexible workforce. Industry Training Advisory Bodies (ITABs) play a vital brokerage role in the system. They work with industry, enterprises, governments and training providers to improve training arrangements for their respective industries. The research in this document was funded by ANTA and conducted by the NSW Department of Training and Education through the NSW Board of Vocational Education and Training (BVET). BVET's brief was to compile case studies of best practice state and territory ITABs, with particular reference to how ITABs relate to other elements of the vocational education and training system. The case studies demonstrate how ITABs fulfil their role of providing strategic advice to governments so that industry priorities for the basis of vocational education and training provision. The research undertaken for this project shows that ITABs perform the following major functions: policy and planning; quality processes, products and services; facilitation and promotion of quality training programs; and ITAB corporate management. The experience gained through the project showed that innovation and flexibility are important in meeting individual food industry enterprise training needs, but also that a project of this sort must have the planning and organisational resources which allow integration of training outcomes with enterprise goals. The 'Mirrors and measures' project (TD/ANTA 82.57) was a research project to develop performance measures for vocational teachers and trainers and then to trial those measures. One outcome of the trials was a collection of interview transcripts which revealed a range of good teaching and training practices currently in use. The teachers' and trainers' knowledge, experience, and expertise has been collated and summarised in this document under the headings 'Planning and preparation', 'Content and relevance', 'Delivery', 'Assessment and evaluation', and 'Student-teacher/trainer relationship'. The document records good practice both in classrooms and workplaces. Show less
