The purpose of this report is to provide a broad guide to industry views and priorities with regard to the further development of the vocational education and training (VET) system in Australia. It summarises information compiled by national Industry Training Advisory Bodies (ITABs) about key issues, major trends, strategic directions and initiatives, training packages, skills shortages, and emerging VET issues for their industries. The report begins with an overview of national industry VET plans, highlighting major industry trends, including the appearance of an ageing workforce in a number of industries, the impact of technological change on the roles and functions of industries, and changing work practices and industrial issues. It also looks at strategic initiatives, including New Apprenticeships, User Choice, participation by disadvantaged groups, small business, links with training providers, flexible delivery, assessment, language, literacy and numeracy, training packages, skills shortages and the 2000 Olympic Games, that industries will consider in reviewing their training priorities in order to stay competitive in a rapidly changing environment. The report emphasises that major initiatives such as training packages and User Choice will 'offer increased participation in entry level programs and offer flexibility at the enterprise and organisational level, particularly through New Apprenticeship arrangements'. A similar overview is then provided for each industry sector: automotive; building and construction; community services and health; culture and recreation; finance and administration; food; forest and forest products; light manufacturing; manufacturing, engineering and related services; mining; process manufacturing; property services; public administration; rural; telecommunications, postal services, information technology and printing; tourism and hospitality; transport and distribution; utilities; and wholesale retail and personal services.

'Directions and resource allocations for 1997' provides the Australian National Training Authority's analysis of the 1997 state training profiles and includes recommendations for the Ministerial Council on the allocation of an estimated $2,888m in Commonwealth and State/Territory funds. Volume one, 'National overview', outlines the major features and achievements of the Australian vocational education and training system nationally and provides some illustrative examples of specific initiatives undertaken by states, territories and the Commonwealth. Volume two, 'Commonwealth, State and Territory achievements', contains a chapter on each state, territory and the Commonwealth on their full range of achievements in 1997 measured against the national strategy themes. Volume three, 'Vocational education and training performance', considers the performance of Australia's vocational education and training sector in 1997. Vocational education and training: directions and resource allocations for 1996 documents the Australian economic and training context, analyses the 1996 State and Territory Training Profiles and, on the basis of this analysis, makes recommendations to the Ministers for Vocational Education and Training on the allocation of an estimated $2,793 million in Commonwealth and State/Territory funds. This report presents the outcomes of a major project examining credit transfer and articulation arrangements between the higher education (HE) and vocational education and training (VET) sectors in Australia. The project was commissioned at the end of 1998 by the Australian Vice-Chancellors’ Committee (AVCC) and the Australian National Training Authority (ANTA) in response to the need for research on the impact of VET sector reforms (Training Packages; the Australian Recognition Framework) on cross-sector arrangements. The project was conducted throughout 1999 and involved four case studies (Agriculture, Hospitality and Tourism Training, Community Services, and Telecommunications Training Packages), a national survey of key stakeholders and broad consultations. The aim was to develop a combined ANTA/AVCC draft national policy reflective of the new VET environment and the developing nature of cross-sector collaboration. The report provides a comprehensive summary of the current range of cross-sector qualification linkages, including credit transfer, articulation, combined dual sector qualifications undertaken concurrently, and other forms of qualifications linkages. In addition, the report identifies the range of organisational models, drivers and barriers to cross-sector collaboration, and the issues and potential benefits of linkages involving Training Package qualifications.

This consultation paper explores the issues involved in developing a competitive and effective training market. In particular, issues that are addressed relate to ways to empower demand and improve supply in the training market, as well as investigating the role of government as funder, purchaser, provider and regulator in the marketplace. It is intended that the ideas expressed here will provide the basis for informed debate on establishing a national approach to developing the training market of the future. Show less

Vocational education and training (VET) in schools has dramatically increased in importance over the last 10 years. The article notes that it is one of the success stories of Australia's national training system. But this growth has also been accompanied by debate about varying quality of VET in Schools and a need to encourage further diversity and innovation in VET in Schools programs. In this article, the Australian National Training Authority (ANTA) looks at how far VET in Schools has come and the future policy directions being investigated.

This publication sets out the national strategy for vocational education and training (VET) in Australia. It is the intended direction agreed by the governments, and the sum of a number of specific strategies designed to deliver responsive, quality, accessible and efficient VET. The strategy is designed as a framework which will evolve and be periodically reviewed. Implementation will be through existing mechanisms, including State and Territory training profiles, national industry VET plans and performance agreements. The strategy emphasises greater responsiveness, enhanced quality, improved accessibility and increased efficiency. Show less
