This first action plan is a companion document to the Australian national vocational education and training (VET) strategy for 2004-2010 (indexed at TD/LMR 85.685). It identifies actions that the Australian, state and territory governments and the Australian National Training Authority (ANTA) will take, in partnership with industry, providers and other stakeholders, to turn strategy into action. Six national priority actions for 2004 and 2005 across the four objectives and 12 strategies of Shaping our Future have been identified by the Ministers. They are: generate strategies to enable VET to respond to emerging skill needs for the future world of work; implement agreed ANTA Ministerial Council recommendations from the high level review of training packages to improve training packages for industry, individuals and providers and strengthen teaching and learning outcomes; build a strong empirical and evidence base on which to develop options for Ministers on the future resourcing of VET; develop and implement a strategic plan to respond to emerging skill needs of the mature age workforce and Australia’s ageing population; conduct targeted research to complement and strengthen regional and community development initiatives occurring across Australia; and increase training opportunities leading to sustainable employment for Indigenous Australians. This action plan will be updated during the life of the national strategy to take account of progress and to maintain its currency and relevance. Show less

The purpose of these guidelines is to assist industry training advisory bodies (ITABs) and where applicable, recognised bodies, in their contractual arrangements with the Australian National Training Authority (ANTA) by clarifying some aspects of the contract that have caused confusion in the past and so to reduce ambiguity and the potential for disputation. Further, an ITAB's ability to meet its contractual obligations depends in part on the effectiveness of its management practices and controls. These guidelines include a section explaining the financial and legal responsibilities of ITAB Board members. They provide a useful overview for new Board members and will confirm effective management practices and controls put in place by experienced members.

These principles and guidelines, endorsed by the Australian National Training Authority (ANTA) Ministerial Council in mid 2004, relate to ANTA funding for VET in schools for the 2005-2006 period. They build on the arrangements in place for 2002-2004 (indexed at TD/ANTA 69.13), take account of the funding areas agreed on by Ministers in November 2003, aim to directly support the achievement of the national goals relating to VET in schools and the national vocational education and training (VET) strategy for 2004-2010 (indexed at TD/ANTA 73.11), and address a range of factors that are critical to the success of the next stage of this key national initiative. The objectives of this project were: to identify and evaluate alternative units of funding of student contact hours for flexible delivery; to define and develop cost elements and cost drivers appropriate to flexible delivery; and to test and measure flexible delivery-based cost elements and drivers. This report presents evidence of resourcing (cost) differentials for different flexible delivery patterns. A case study approach involving six TAFE institutes across South Australia, Tasmania, New South Wales and the Australian Capital Territory was used. Findings of the report are summarised. Show less

Key performance measures (KPMs) are a specific set of measures that focus on the aspects of performance that are critical to the current and future success of a system. Although each KPM for the vocational education and training (VET) system notionally looks at only one aspect of performance, when considered together, they should provide a comprehensive picture of the outputs, efficiency and effectiveness of the VET system. At the national level, the measures are the highest order indicators that apply to VET in Australia. The measures also demonstrate public accountability and drive continuous improvement by focussing on areas of achievement and areas of poor performance. This report reviews the implementation and effectiveness of the current KPMs as a precursor to, and to inform, the development of a revised suite of KPMs to underpin the new national strategy.

'Shaping our future: Australia's national strategy for vocational education and training 2004-2010' (indexed at TD/LMR 85.685) is the Australian government and industry's collective strategy to ensure: 'industry will have a highly skilled workforce to support strong performance in the global economy; employers and individuals will be at the centre of VET; communities and regions will be strengthened economically and socially through learning and employment; and that Indigenous Australians will have skills for viable jobs and their learning culture will be shared'. As part of the process in developing this strategy, the Australian National Training Authority (ANTA) commissioned the National Centre for Vocational Education Research (NCVER) to undertake a series of meta-analyses of research on 12 different vocational education and training (VET) topics. This report is the meta-analysis concerned with establishing a coherent policy approach to the relative contribution of individuals, industry and government to the costs of VET. The report looks at the key issues associated with the funding and financing of VET, and at the role played by government, employers and individuals.
