The objectives of this project were: to identify and evaluate alternative units of funding of student contact hours for flexible delivery; to define and develop cost elements and cost drivers appropriate to flexible delivery; and to test and measure flexible delivery-based cost elements and drivers. This report presents evidence of resourcing (cost) differentials for different flexible delivery patterns. A case study approach involving six TAFE institutes across South Australia, Tasmania, New South Wales and the Australian Capital Territory was used. Findings of the report are summarised. Show less

This research project provides evidence that over 70 per cent of Australian vocational education and training (VET) learners lack the dispositional and skill readiness for flexible delivery, including online delivery. The study found that individual VET clients preferred traditional methods of course delivery that are college-based and teacher-directed; possessed low skill levels in computer and Internet-related tasks; and possessed low dispositional readiness for flexible delivery, including online learning. Two assumptions re flexible delivery are challenged: firstly, that flexible delivery is primarily a tool for greater cost efficiency; and, secondly, that flexible delivery and technology are synonymous. This paper also focuses on levels of learner readiness in VET. To be a successful learner requires the learner to possess certain dispositions towards learning, together with a wide range of skills for self-directed learning to take place. Show less

TAFE Queensland, Industry Training Advisory Bodies and private providers received funds to document and disseminate best practice models. A range of models was documented, including strategic training alliances between TAFE and industry, flexible delivery across various industries, and innovation in the delivery of training within Indigenous communities. This report provides detailed information on the operation of the Australian vocational education and training (VET) system, its achievements and challenges, and the outcomes achieved for the system’s clients. Performance is measured using the following key performance measures: recognised VET skill outputs; stocks of skills versus desired levels; employer satisfaction with VET; student outcomes from VET; participation, outputs and outcomes for client groups; efficiency performance; and total expenditure on VET. The annual national priorities for 2003 were to: strengthen and promote the image and role of VET in Australia; improve pathways between the VET sector and the schools and higher education sectors; enhance the capability of VET professionals to provide quality learning experiences for clients and to facilitate innovative partnerships between training organisations, enterprises and communities; achieve agreed outcomes for 2003; achieve improved training outcomes for older workers; improve the client focus of VET; and refine training packages and their implementation.

The 2004-2010 National Strategy for VET was agreed to by State, Territory and Australian Government Ministers in November 2003. The Australian National Training Authority (ANTA) is working with its partners to develop an action plan for implementing the strategy. A roundtable discussion involving a cross-section of stakeholders was held on 25 November 2003 to identify national actions needed to achieve equality of participation and achievement in vocational education and training (VET). The focus of the roundtable was on identifying national actions that would encourage and support an integrated diversity management approach in the VET sector. This paper builds on those discussions. It details a number of possible actions to achieve equality of participation and achievement by an integrated diversity management approach to meeting the learning needs of people facing barriers. The paper invites comments which will be used to refine one or more national actions to form a part of the first of a series of rolling Action Plans for the National Strategy for VET: 2004-2010. 'Shaping our future: Australia's national strategy for vocational education and training 2004-2010' (indexed at TD/LMR 85.685) is the Australian government and industry's collective strategy to ensure: 'industry will have a highly skilled workforce to support strong performance in the global economy; employers and individuals will be at the centre of VET; communities and regions will be strengthened economically and socially through learning and employment; and that Indigenous Australians will have skills for viable jobs and their learning culture will be shared'. As part of the process in developing this strategy, the Australian National Training Authority (ANTA) commissioned the National Centre for Vocational Education Research (NCVER) to undertake a series of meta-analyses of research on 12 different vocational education and training (VET) topics. This report is the meta-analysis concerned with establishing a coherent policy approach to the relative contribution of individuals, industry and government to the costs of VET. The report looks at the key issues associated with the funding and financing of VET, and at the role played by government, employers and individuals.
