This report provides detailed information on the operation of the Australian vocational education and training (VET) system, its achievements and challenges, and the outcomes achieved for the system’s clients. Performance is measured using the following key performance measures: recognised VET skill outputs; stocks of skills versus desired levels; employer satisfaction with VET; student outcomes from VET; participation, outputs and outcomes for client groups; efficiency performance; and total expenditure on VET. The annual national priorities for 2003 were to: strengthen and promote the image and role of VET in Australia; improve pathways between the VET sector and the schools and higher education sectors; enhance the capability of VET professionals to provide quality learning experiences for clients and to facilitate innovative partnerships between training organisations, enterprises and communities; achieve agreed outcomes for 2003; achieve improved training outcomes for older workers; improve the client focus of VET; and refine training packages and their implementation.

The 2004-2010 National Strategy for VET was agreed to by State, Territory and Australian Government Ministers in November 2003. The Australian National Training Authority (ANTA) is working with its partners to develop an action plan for implementing the strategy. A roundtable discussion involving a cross-section of stakeholders was held on 25 November 2003 to identify national actions needed to achieve equality of participation and achievement in vocational education and training (VET). The focus of the roundtable was on identifying national actions that would encourage and support an integrated diversity management approach in the VET sector. This paper builds on those discussions. It details a number of possible actions to achieve equality of participation and achievement by an integrated diversity management approach to meeting the learning needs of people facing barriers. The paper invites comments which will be used to refine one or more national actions to form a part of the first of a series of rolling Action Plans for the National Strategy for VET: 2004-2010. In July 1992, the Commonwealth, State and Territory heads of governments agreed to establish a national system for vocational education and training (VET). This system came into full effect in January 1994, with the establishment of the Australian National Training Authority (ANTA). This is the first annual national report. It comprises two volumes: volume one provides an overview of the system and highlights the national achievements during 1994; and volume two contains chapters from each State and Territory and the Commonwealth that outline their achievements against the national priorities. This document aims to provide a record of the elements of training reform, in the context of the recent initiatives taken by Commonwealth and State Ministers for vocational education and training to improve Australia's training system in order to improve economic prospects and competitiveness. The National Training Reform Agenda (NTRA) is defined and components identified: competency based training; competency standards; recognition of training; curriculum, delivery and assessment; entry level training; training market; funding training; and access and equity. Attachments are: (1) acronyms and committees; (2) Commonwealth policy; (3) national policy; (4) mandated policy; (5) key events and documents in the National Training Reform process; (6) management structures; and (7) comparison between National Training Board first and second edition policies. It is suggested that the NTRA is developing into a workable system but that there are concerns that components are falling short of goals and are not fully meeting the needs of clients. Show less

The National Women's Vocational Education Strategy sits under the umbrella of the Australian National Strategy for Vocational Education and Training which establishes a framework for a quality vocational and education system that is responsive, accessible and efficient. The Strategy sets a direction for governments, industry and training providers to ensure that the needs of women are consistently addressed as a priority in policy making, planning, resourcing, implementing and monitoring vocational education and training.

'Shaping our future: Australia's national strategy for vocational education and training 2004-2010' (indexed at TD/LMR 85.685) is the Australian government and industry's collective strategy to ensure: 'industry will have a highly skilled workforce to support strong performance in the global economy; employers and individuals will be at the centre of VET; communities and regions will be strengthened economically and socially through learning and employment; and that Indigenous Australians will have skills for viable jobs and their learning culture will be shared'. As part of the process in developing this strategy, the Australian National Training Authority (ANTA) commissioned the National Centre for Vocational Education Research (NCVER) to undertake a series of meta-analyses of research on 12 different vocational education and training (VET) topics. This report is the meta-analysis concerned with expanding the national training effort. It looks at the increasing demand for VET in Australia, due both to our changing economy and employment habits, and the rapid ageing of our workforce. The current high demand for skills is outlined, as are the implications of this for the VET sector.
