The establishment of a language and literacy home page provides opportunities for information exchange, debate and discussion about the interpretation of competency standards and assessment criteria. In 2015 the Government announced plans (International Education: Global Growth and Prosperity) to expand revenue from international higher education (HE) in the UK and abroad to £30 billion by 2020. The Commission considered that the uncertainty generated by Brexit and changes to immigration related policies and regimes made the target even more challenging. This inquiry therefore seeks to support the Government's ambition by identifying how HE could be grown to deliver the 2020 target. It also looks at the soft power benefits from higher education, such as the role the sector plays in foreign policy, aid and development. The report makes 12 recommendations to support and maintain the uptake of international HE in the UK over the short and long-term.

This report calls on the newly-founded Office for Students to recognise that the funding structures in higher education are fundamentally flawed. They force alternative providers to move towards standard campus-based, three-year degrees. Therefore, not providing better student choice or flexible courses. These factors reduce diversity in options for study and therefore limit opportunity for social mobility for those who most need flexible higher education.

A 2001 OECD report, ‘Cities and regions in the new learning economy’ analysed the relationship between various forms of learning and economic performance at the regional level in the new learning economy. One of the recommendations of this report was to better coordinate the supply of education and training with demand for skilled individuals at a regional level. This project addresses the OECD recommendation as well as two of the Australian National Training Authority’s (ANTA’s) five national objectives: maximising the value of vocational education and training (VET) expenditure; and achieving equitable outcomes in VET. It focuses on ‘the nature of skills and the relationships between skills and knowledge development and changes in regional social conditions and labour markets, particularly disadvantaged groups. The focus is on helping understand the way communities may be responding to continuous processes of socio-economic change in Australia’. The project was undertaken in two stages: (1) an analysis of point-in-time patterns of work, employment and skills using 2001 census data (first half of 2003); and (2) a multivariate modelling of community opportunity and vulnerability with a specific focus on work, employment and skills using 1991-2002 change-over-time and 2001 point-in-time census data (second half of 2003). The key findings of the project are that: (1) location can have a significant effect on the diversity of job opportunities with respect to industry occupation and skills and the overall levels of labour market participation and engagement; and (2) the level of human capital is an important discriminating factor in differentiating between places in their performance. The contents of this report are: Background and purpose of the project; The general context for considering work, employment, skills and education outcomes; Analysis of work, employment and skills at the 2001 census: purpose and methodology; Results of the univariate analysis of work, employment and skills at the 2001 census; Results of multivariate analysis of work, employment and skills at the 2001 census; Modelling community opportunity and vulnerability: purpose and methodology; The mega metro-city regions; Large regional cities and towns; Medium-size regional towns; Conclusions and recommendations.
