The Australian National Training Authority (ANTA) has been funding research that examines design and innovation since 1997. As the research evolved, the findings demonstrated that identifiable skills for innovation are accessible to most of us under the right conditions and can be utilised by all workers in an organisation. This publication provides a comprehensive practical example of how an organisation can use the innovation skills and embed them into processes, products and services. Kangan Batman TAFE Automotive Division volunteered to act as the case study for this publication. The skills identified from the research have been tested with several organisations and are described within the text.

This report presents the outcomes of a major project examining credit transfer and articulation arrangements between the higher education (HE) and vocational education and training (VET) sectors in Australia. The project was commissioned at the end of 1998 by the Australian Vice-Chancellors’ Committee (AVCC) and the Australian National Training Authority (ANTA) in response to the need for research on the impact of VET sector reforms (Training Packages; the Australian Recognition Framework) on cross-sector arrangements. The project was conducted throughout 1999 and involved four case studies (Agriculture, Hospitality and Tourism Training, Community Services, and Telecommunications Training Packages), a national survey of key stakeholders and broad consultations. The aim was to develop a combined ANTA/AVCC draft national policy reflective of the new VET environment and the developing nature of cross-sector collaboration. The report provides a comprehensive summary of the current range of cross-sector qualification linkages, including credit transfer, articulation, combined dual sector qualifications undertaken concurrently, and other forms of qualifications linkages. In addition, the report identifies the range of organisational models, drivers and barriers to cross-sector collaboration, and the issues and potential benefits of linkages involving Training Package qualifications.

The purpose of the study reported here is to provide an update of the labour market experience and outcomes of early school leavers. The following questions will be investigated: Do employment prospects for early school leavers improve with time? Do early leavers who subsequently enter vocational education and training (VET) show improved employment outcomes? What is the extent of employment and occupational shift amongst different categories of VET students? What is the attitude of employers to recent moves to transform more jobs into apprenticeships? Findings indicate that VET students were more positive about their work experience than non-VET students. Show less

The Australian National Training Authority (ANTA) National Review of Group Training Steering Committee has the intention of providing comprehensive advice on future directions of group training. This document offers a brief overview of group training operations in Australia. The first section gives a history of group training in Australia from the 1970s to the present. The second section looks at comparisons of the size of group training organisations (GTOs), the client base of GTOs, the additional functions of GTOs and the characteristics of joint policy funded and unfunded GTOs and their New Apprentices. The third section examines group training outcomes and the fourth section discusses current pressures on group training. The paper concludes that group training is delivering high levels of satisfaction to both host employers and apprentices and trainees and is growing in line with current trends. However, to continue to grow and diversify, it is suggested that group training will have to develop strategies to harness the newer areas of the economy, to exploit its position as a value-adding employer, to strengthen workable local level partnerships and to build its capacity to cope with a highly competitive business environment. This document is one of a suite of publications produced by an Australian National Training Authority (ANTA) funded research project conducted by the Office of Vocational Education and Training (OVET) in the Department of Education, Training and Employment, South Australia. The project, entitled 'How institutions respond to training packages' (indexed at TD/TNC 69.375), was conducted in 2000/2001. It reports on case studies which focus on the transition arrangements from superseded accredited courses and the implications of this for training and assessment arrangements.

The report details the 14 case studies of institutionally based learning in public and private Registered Training Organisations (RTOs) and eight workshops conducted in a number of States and Territories. The research found that two pictures emerged: (1) for many RTOs the transition to training packages has been a positive one; but (2) although employers contacted through the study are supportive of institutionally based learning, some questions remain about whether competence can be attained without employment. One factor that is creating ambiguity is interpreting how competence applies in practical terms to learning and assessment for institutionally based learners.

This report summarises the outcomes of stage one of a two-part review of the endorsed 'Black coal training package'. Widespread consultation with stakeholders was carried out. This stage of the review found that the implementation of the training package was at an early stage within the industry. It found that although some mines were using some components of the training package, most small and medium mines were not. As well, the awareness level about the training package was not high among mine-site management and was particularly low amongst contractors and equipment suppliers. The development of a marketing program that targets specific groups within the mining industry was recommended. Show less

The Australian Flexible Learning (AFL) Framework is a five year strategic plan to accelerate the adoption of e-learning (electronic learning) in vocational education and training (VET). The AFL Framework is supported by an annual implementation plan. Projects and initiatives for the first year of operation were outlined in Strategy 2000 (indexed at TD/TNC 62.911). This CD ROM contains over 150 reports, conference and discussion papers produced as a result of Strategy 2000 projects and initiatives.

In order to equip Australians for the world of work and increase investment in training, the Australian National Training Authority (ANTA) hopes to engage industry more effectively in developing a highly skilled workforce. This paper clarifies the main messages that are relevant to companies, using the best mix of Australian and overseas research. Its focus is on the return on investment to enterprises, and does not cover the benefits of training to the nation or to individuals. The four key messages are: skills and training lead to improved performance and productivity; training improves staff retention and attracts skilled workers; skills and training produce the best results when part of an overall business strategy; any company can analyse the returns on training investment.
