The Infrastructure Program provides Commonwealth sourced capital funding through the Australian National Training Authority (ANTA) to the States and Territories for the vocational education and training (VET) sector. The major component of the Program provides funding for major buildings and equipment. Most of these funds are allocated by State and Territory Training Authorities to the continued development and refurbishment of TAFE Institutes and other public VET providers. The sub-components of the Program to which these guidelines apply provide capital establishment assistance for the establishment or expansion of industry based training facilities or 'Skill Centres' as part of the continued development of a more diversified training market and for Skill Centres for School Students, as part of the expansion of VET for Year 11 and 12 students.

The social marketing approach used in the Australian National Training Authority (ANTA) national marketing strategy aims to identify the needs and wants of vocational education and training (VET) clients and to understand their attitudes and behaviours towards investment in training. In response to the strategy objective to increase investment in training, three employer segments and eight general community segments have been identified on the basis of extensive market research into their attitudes towards investment in training. This report is part of a larger project of marketing skills and lifelong learning designed to establish them as national priorities and presents strategies designed to address the immediate priority to improve industry attitudes and commitment to training. The strategies are designed to engage the three employer segments ('high valuer', 'here and now' and 'not interested') and the 'might give it away' segment of the general community in learning activities. The first part of the report outlines the approach for the three employer segments, the second part addresses the 'might give it away' group of young people who are involved in learning but are considering dropping out, and the third section details an implementation plan for five national initiatives to address overarching issues impacting across various segments of the population. The Allen Consulting Group was commissioned by the Australian National Training Authority (ANTA) to undertake a review of the ANTA VET in Schools initiative to assess the program's effectiveness in expanding VET in Schools and to inform further policy advice on VET in Schools with regard to program development. This review was based on an Evaluation Framework that outlined the processes underlying the assessment of the program relevant to its objectives. Findings from the review indicated that the outcomes envisaged for the program had not been fully achieved and some basic measurement issues needed addressing before final assessments could be made. A range of quality issues appeared to exist which needed to be resolved before it could be said that the program had brought about a full transition and delivered its full potential value. The report is structured as follows: the first chapter provides an introduction and the background to the program; chapter two describes the current status of the program and examines key activity trends over its three year history; chapter three examines the value delivered by the program; chapter four assesses its future sustainability; and the final chapter outlines the key areas that could be the basis for building conditions into the redesign of the guidelines in order to complete the transition and to ensure longer term sustainability of the program. The report looks at how well students cope with instructional demands given their prior learning at school, their levels of self esteem, their work and family commitments and the pedagogical approaches and delivery methods employed in VET. The instructional regime in VET is approached from the perspective of its structural relationships with school and postcompulsory education, the nature of the students attending, the kinds of teachers/instructors at work in VET, their expectations of students, their styles of teaching and organisation and how students interpret and seek to manage the learning demands made on them. Its aim is to increase enterprise awareness of and participation in the development and management of a skilled workforce supported through lifelong learning. It responds to key factors which impact on our ability to be internationally competitive, such as demand for skills and the need for new and different skill mixes in the workforce. It provides the link between industry bodies, enterprises and individuals. Four case studies are presented focusing on the food, security, retail and information technology industries. The OECD's 1998 interim report, 'Transition from initial education to working life' (final report indexed at TD/TNC 64.124), defined the following eight features as appearing to contribute to successful transitions from initial education to working life: Learning pathways and qualifications frameworks; Learning in real work settings; Provision of a broad range of general and vocational skills; 'Youth friendly' labour markets; Safety nets and reintegration; Information and guidance; Effective institutional frameworks; and Monitoring tools. This report takes each of these eight features and reports on their status in Australia in late 1999. It examines Australia's status against the eight features defined by the OECD, identifies opportunities for improvement, and suggests further strategic policy and structural developments. The report concludes that while Australia can be proud of its achievements towards creating an environment that supports the successful transition from initial education to working life, a number of issues have yet to be addressed. They are: developing an effective process for identifying young people who are at risk of leaving the education system prematurely; developing integrated approaches to career guidance that combine educational, labour market and social counselling; ensuring that underpinning knowledge, generic competencies and work readiness skills form the basis of young people's training; improving the opportunities for young people to learn in real work settings while they are students; and taking further steps to ensure that the structures and frameworks now in place serve the interests of both learners and employers. In August 1999, 'Flexible learning for the information economy: framework for national collaboration in vocational education and training 2000-2004' was endorsed. The framework has been developed by the Education Network Australia Vocational Education and Training Advisory Group (EdNA VET Advisory Group or EVAG) and represents a strategic plan for the five-year National Project allocation for Flexible Learning. It is designed to support both accelerated take-up of flexible learning modes, and to position Australian Vocational Education and Training (VET) as a world leader in applying new technologies to vocational education products and services. This publication provides an overview of the changes to the Australian VET system and the guiding principles and goals of the framework for national collaboration in VET 2000-2004.
The Framework has been rebadged as the Australian Flexible Learning Framework for the National Vocational Education and Training System 2000-2004. The 2000, 2001 and 2002 strategies are indexed at TD/TNC 62.911, TD/ANTA 69.19 and TD/TNC 69.667 respectively. Show less
