The key objective of the Australian Quality Training Framework (AQTF), developed by the National Training Quality Council (NTTC) of the Australian National Training Authority (ANTA) board in conjunction with the states and territories in 2001, was to provide the basis for a nationally consistent, high quality vocational education and training (VET) system. There are two sets of standards under the AQTF: standards for registered training organisations (RTOs); and standards for state and territory registering/course accrediting bodies. These standards were reviewed in 2004 and this booklet outlines the key changes to the standards for RTOs and the impact of these changes.

The Australian Vocational and Training System (AVTS) Consultative Forum, held in Melbourne on 14 February 1996, provided participants from industry, small and medium enterprises, large firms, government and non-government schools, state and territory vocational education and training (VET) providers and the Commonwealth and equity groups an opportunity to consult on the implementation of the AVTS. The Forum took the form of workshops and presentations. The following issues were covered in the workshops: Work placement coordination; Key competencies; Industry involvement in the AVTS; Professional development; Communications and marketing; NETTFORCE and labour market programs; Access and equity; Assessment / recognition of prior learning (RPL); Industrial issues; Best practice; Small and medium enterprises; Schools. Key messages to emerge from the Forum included: the need to encourage collaborative partnerships between providers and enterprises; the need to develop flexible funding arrangements; the need for flexible delivery strategies and arrangements; the need to incorporate access and equity issues when considering work placements; and the need to share professional development resources across states and territories and industries. This report contains a summary of key messages that came out of the Forum; a summary of the Forum by Terry Moran; an outline of the issues that were dealt with in the workshops and the views and conclusions of each workshop; and, the presentations. The strategy analyses economic, industrial and social forces for change and their implications for vocational education and training over the next five years. The Australian Flexible Learning (AFL) Framework is a five year strategic plan to accelerate the adoption of e-learning (electronic learning) in vocational education and training (VET). The AFL Framework is supported by an annual implementation plan. It was originally adopted in 1999 under the name 'Flexible learning for the information economy: a framework for national collaboration in vocational education and training (VET) 2000-2004'. The framework was endorsed by the Australian National Training Authority (ANTA) to support the adoption of flexible learning modes and to position Australian VET as a world leader in using new technologies in vocational education products and services. The AFL framework has since been rebadged as the 'Australian flexible learning framework for the national vocational education and training system 2000-2004' (AFL framework).

‘Shaping our future: Australia’s national strategy for vocational education and training 2004-2010’ (indexed at TD/LMR 85.685) is the Australian government and industry’s collective strategy to ensure: ‘industry will have a highly skilled workforce to support strong performance in the global economy; employers and individuals will be at the centre of VET; communities and regions will be strengthened economically and socially through learning and employment; and that Indigenous Australians will have skills for viable jobs and their learning culture will be shared’. As part of the process in developing this strategy, the Australian National Training Authority (ANTA) commissioned the National Centre for Vocational Education Research (NCVER) to undertake a series of meta-analyses of research on 12 different vocational education and training (VET) topics. This report is the meta-analysis concerned with developing the role of VET in regard to social capital in communities and regions. Social capital refers to social attributes of a community that provide it with a ‘wealth’ beyond that of human capital, physical or financial assets, or natural resources. There is a strong focus on TAFE throughout the report, with a look at the role it plays in building social capital, and key challenges and future directions for: communities; policy makers; management; TAFE and other providers.
