Under the current arrangements, individuals in the building and construction industry can be assessed to gain recognition of competencies achieved in two different ways: by completing a structured training course with a training provider and by gaining recognition of competencies achieved through work experience and/or workplace training. However, there is no mutual recognition of the outcomes of the two systems. The model proposed here is designed to integrate the two systems leading to a vocational qualification under the Australian Qualifications Framework (AQF). Show less

This project was established to provide advice to the Enterprise and Training Provider Working Group of the Australian National Training Authority (ANTA) Board about models of intermediary services provided by registered training organisations (RTOs) to enterprises. In the report, intermediary services are defined as those services provided by RTOs in addition to training and assessment services. The project methodology involved reviewing available research on intermediary services, consulting with key stakeholders through a national survey and focus groups, and identifying and developing case studies to illustrate intermediary services. This guide is intended for persons who are implementing the competency standards for assessment in any type of industry or size of organisation. It was designed to set down a common framework for interpreting assessment standards and implementing good practice in recognising the competencies detailed in those standards. It may be used as a tool for checking the performance of an assessment system overall, the individual assessor, or managers responsible for the operation of the system. Thus this guide can contribute to a quality assurance approach in any industry or enterprise responsible for an assessment system and in a registered training organisation responsible for issuing qualifications against the standards. A key finding of the report ‘Who is using the competency standards for assessment?’ (TD/TNC 47.21) was that a demand existed for support in interpreting and implementing assessment. This guide is a response to that demand. This was an ANTA funded, national project. Show less

Evidence suggests that increased skills for operative level workers can play an important role in improving firms' competitiveness. It also provides a more flexible, responsive workforce which is more capable of responding effectively to competitive opportunities. Show less
