This report provides an overview of the entire Australian workforce based on the methodology used in the American study titled 'Education for what? the new office economy' by Anthony P. Carnevale and Stephen J Rose (an executive summary of this study may be found at TD/INT 54.13). Data from five Australian censuses (1976, 1981, 1986, 1991, and 1996) have been analysed to provide a time series profile of the Australian workforce, focusing on types of functions instead of just where people work or what occupation they have. The project report reveals relationships between what people do, how much they earn, and how educated they are.
Section 1 details the rationale behind the functional approach taken to analyse economic activities and the workforce. An overview is provided of the trends on the total workforce for the past twenty years, and presents findings on employment share, and the education and earnings of workers in the various function groups.
Section 2 explains the job level analysis (elite, good, and less-skilled) in greater detail and presents findings on employment share, education and earnings in terms of these categories.

'Shaping our future: Australia's national strategy for vocational education and training 2004-2010' (indexed at TD/LMR 85.685) is the Australian government and industry's collective strategy to ensure: 'industry will have a highly skilled workforce to support strong performance in the global economy; employers and individuals will be at the centre of VET; communities and regions will be strengthened economically and socially through learning and employment; and that Indigenous Australians will have skills for viable jobs and their learning culture will be shared'. As part of the process in developing this strategy, the Australian National Training Authority (ANTA) commissioned the National Centre for Vocational Education Research (NCVER) to undertake a series of meta-analyses of research on 12 different vocational education and training (VET) topics. This report is the meta-analysis concerned with establishing a coherent policy approach to the relative contribution of individuals, industry and government to the costs of VET. The report looks at the key issues associated with the funding and financing of VET, and at the role played by government, employers and individuals.

The purpose of the study reported here is to provide an update of the labour market experience and outcomes of early school leavers. The following questions will be investigated: Do employment prospects for early school leavers improve with time? Do early leavers who subsequently enter vocational education and training (VET) show improved employment outcomes? What is the extent of employment and occupational shift amongst different categories of VET students? What is the attitude of employers to recent moves to transform more jobs into apprenticeships? Findings indicate that VET students were more positive about their work experience than non-VET students. Show less

In 1996, the Performance Review Committee was established to examine performance reporting in vocational education and training (VET) and resolve some outstanding aspects of key performance measurement. The Performance Review Committee's original terms of reference were: to advise the Australian National Training Authority (ANTA) board on an appropriate set of key performance indicators for vocational education and training; to provide further analysis on the outcomes of performance information already available; and to commission work as needed to support its advice from the National Centre for Vocational Education and Research (NCVER) or other appropriate agencies. This publication is the final report of the Performance Review Committee to the ANTA Board on the development and implementation of eight key performance measures for vocational education and training. The recommended eight measures which complement the current National Strategy, are well on their way to full implementation and will be reviewed along with the National Strategy by 2003. Broadly defined, the eight key performance measures aim to gauge skills output, outcomes for the national skills pool, outcomes for employers, students and client groups, public funds per publicly funded skill output, public funds per total recognised skill output, and total expenditure on vocational education and training. This article is a short report on the progress made by Australian employers in developing formal and informal training for employees, as set out in 'A bridge to the future: Australia's National Strategy for Vocational Education and Training 1998-2003'. Research conducted by the Australian National Training Authority (ANTA), the Australian Industry Group (AiG) and the National Centre for Vocational Education Research (NCVER) over the past year indicates that considerable progress has been made. However, there appears to be a discrepancy between the positive attitude to training and the actual commitment to formal training. ANTA is interested in finding the reasons for this gap, particularly as other research has shown a clear connection between a skilled workforce and a more efficient business. In examining the reasons for the disparity between attitude and intent, respondents to a survey included loss of productive employee time, desire on the part of the individual for employer approval, and dissatisfaction with the training support from both private and public providers. ANTA is conducting a national round of consultation on the marketing strategy and hopes to finalise an industry-focused action campaign for this year to encourage more training activity. Show less

‘Partners in a learning culture’ (indexed at TD/TNC 63.292) is a five-year (2000-2005) national strategy which aims to link improvements in vocational education and training (VET) provision for Indigenous peoples to improved employment and community development outcomes. The strategy is supported by a blueprint for implementation (indexed at TD/TNC 62.913) which also specifies 25 performance measures for monitoring and measuring the effectiveness of the overall strategy. As part of the implementation of the blueprint initiative, Ministers agreed to a mid-term review seeking qualitative and quantitative evidence of activity and outcomes, both from those implementing actions as well as Indigenous learners either already in the VET system or wishing to access the system. The review was undertaken in two phases. Phase one involved a survey of the agencies that are signatories to the blueprint, interviews and focus groups with stakeholders, and an analysis of statistical information about the participation of Indigenous people in VET. Phase two research reviews and validates the findings of the research from the first phase and incorporates it with the views gathered from a range of other stakeholders in VET for Indigenous people. This executive summary presents the key findings of the review. The findings indicate that: progress in the implementation of Partners, while still underway, is gradual, patchy and uneven; it needs renewed emphasis and attention in many parts of the VET system; some elements of the existing strategy could be modified to become more responsive to the needs of Indigenous students inside and outside the VET system, and to the needs, interests and circumstances of different Indigenous communities around Australia; and Indigenous advice should be sought in relation to the development and implementation of the National Strategy for VET for 2004-2010.
The first phase of the review resulted in two documents: ‘Partners in a learning culture: blueprint for implementation: mid term review: phase one report’ (indexed at TD/ANTA 80.03) and ‘Indigenous students in VET: a statistical review of progress’ (indexed at TD/TNC 74.12).
