This document reports on a study in the vocational education and training (VET) sector that has a major focus on linkages between students' attitudes and experiences while at school and following that, at TAFE, providing a detailed analysis relating TAFE outcomes to quality of learning experience at school. It builds on a previous report, 'Instructional experience in VET and in general education' (indexed at TD/ANTA 82.175), which examined how well students coped with instructional demands at TAFE, given their prior learning at school. This document sets out the revised workplan for carrying out improvements to training packages following the high level review. The review looked at how training packages could be improved to better meet skill needs and support teaching and learning. The workplan outlines priorities for action up until 30 June 2005, when ANTA's [Australian National Training Authority's] responsibilities are transferred over to the Australian Government Department of Education, Science and Training (DEST). These priority areas include employability skills, development and review processes, guidelines for VET [vocational education and training] qualifications, and cross-industry qualifications. The workplan covers three years, so after 30 June 2005 the responsibility for implementing the workplan will rest with DEST.

‘Shaping our future: Australia’s national strategy for vocational education and training 2004-2010’ (indexed at TD/LMR 85.685) is the Australian government and industry’s collective strategy to ensure: ‘industry will have a highly skilled workforce to support strong performance in the global economy; employers and individuals will be at the centre of VET; communities and regions will be strengthened economically and socially through learning and employment; and that Indigenous Australians will have skills for viable jobs and their learning culture will be shared’. As part of the process in developing this strategy, the Australian National Training Authority (ANTA) commissioned the National Centre for Vocational Education Research (NCVER) to undertake a series of meta-analyses of research on 12 different vocational education and training (VET) topics. This report is the meta-analysis concerned with developing the role of VET in regard to social capital in communities and regions. Social capital refers to social attributes of a community that provide it with a ‘wealth’ beyond that of human capital, physical or financial assets, or natural resources. There is a strong focus on TAFE throughout the report, with a look at the role it plays in building social capital, and key challenges and future directions for: communities; policy makers; management; TAFE and other providers.

The purpose of industry skills reports is to engage industry around current issues and how these issues may or may not affect the future skills base for the industry. The reports include suggestions for addressing future skill needs. While they cover a broad range of issues, their focus is on training and they are designed to assist industry, training providers and training policy makers. It is expected that the reports will be updated annually to reflect contemporary developments.
This report covers skills issues associated with the resources and infrastructure industry and suggests strategies to address future skill needs in this industry. The following drivers of skill needs have particular impact on the resources and infrastructure industry: market expansion; occupational health and safety issues (OH&S); demographic change; regulatory compliance; and worker attraction and retention. Other drivers are: consumer and customer service demands; competitiveness and productivity demands; technological advancement; globalisation; insurance; e-business; and employment arrangements. Suggestions made in the report for the training system include: stronger communication and articulation between the various forms of training and education in order to achieve greater integration and utilisation of skills; greater implementation of flexible delivery modes, expanded use of employee training plans and more industry association involvement and guidance; continued integration of OH&S competencies into the units of competency; continued professional development for registered training organisations (RTOs); and clear information about career paths to enable informed employment and education choices.
