This involves experience outside their normal place of employment and work duties and may take many different forms. The return to industry model is based on extensive research conducted in 1993 in all State and Territory TAFE systems. It provides a methodology for managing this aspect of staff development. The Mutual Recognition Agreement (MRA) and the Trans-Tasman Mutual Recognition Arrangement (TTMRA) are government initiatives that facilitate greater integration and competitiveness of the Australian and New Zealand economies. An evaluation of the agreement was undertaken in 2003 by the Productivity Commission as part of the TTMRA. The Review of the MRA and TTMRA included an assessment of the efficiency and effectiveness of the MRA and TTMRA in fostering and enhancing trade and workforce mobility between Australian States and Territories and New Zealand. This submission to the Review from the Australian National Training Authority (ANTA) emphasises the importance of the operation of the MRA to the mobility of labour between Australian jurisdictions and proposes a number of enhancements to the MRA from the perspective of the vocational education and training (VET) sector. The link between the MRA and the VET sector is in the area of regulated entry into occupations where differing requirements exist across jurisdictions and where a licence is needed to work in certain occupations. The submission calls for greater harmony between the VET system and the regulatory requirements associated with competency. Show less

The Australian National Training Authority (ANTA) commissioned a review to evaluate the effectiveness of two national projects on research: the Research and Evaluation National Project, overseen by the National Research and Evaluation Committee (NREC) and managed by the National Centre for Vocational Education Research (NCVER); and the Key Vocational Education and Training Research Centres National Project, which funds three research centres to carry out a program of research activities. Both these projects were in the third year of a three year program scheduled to end in December 1999. The Review concluded that: NREC was operating successfully with significant increase in the quantity of relevant research and some improvement in quality; and that the Key VET Research Centres had fulfilled their contractual obligations. Following the Review, the ANTA Board agreed to: seek funds from National Projects to support the two national projects; support the negotiation of a renewed contract with NCVER for the management of the work program of NREC; and proceed with an open tender process to select Key VET Research Centres for the period 2000-2003. 'Bridging pathways' (indexed at TD/TNC 62.912) is the Australian National Training Authority's (ANTA's) five-year (2000-2005) national strategy for increasing opportunities for people with a disability in vocational education and training (VET). It is accompanied by a blueprint (indexed at TD/TNC 63.291) that provides an action plan for increasing opportunities for people with a disability in VET. Following a review of the original blueprint in 2003, the VET system's disability reform agenda has been refocussed. The goal of this revised publication is provision of meaningful jobs through training for people with a disability. It outlines five priority areas for action and includes a number of case studies from around Australia. The five priority areas are: progressing a whole-of-life approach; measuring what we are achieving; delivering on the ground; engaging the players; and improving employment outcomes. Show less

The 'Measure for measure tool kit', produced by the Gender Equity Unit within the Department of Education and Training NSW, is designed to assist educational and training institutions or organisations; industry bodies; senior management; individuals involved in the design, delivery and evaluation of management development opportunities; and current and potential participants in management development processes. This kit contains: a guide entitled 'Guide and facilitators resource: for effective management development: integrating gender and diversity'; two booklets entitled 'Code of practice: for integrating diversity into management development', and 'Annotations: good practice resource - gender inclusive staff development products'; and a chart entitled 'Staff development and training performance and improvement indicators for organisations and products'. The guide contains practical activities as well as individual and organisational profiles of management development experiences and practices. The activities are designed to be applied to a wide range of management development programs, schemes or activities. This guide focuses on key concepts including managing diversity, diverse management styles, diverse learning styles and work-based learning. There is also a booklet entitled 'Code of Practice: for integrating diversity into management development' which forms part of the research project 'Analysing management development products and schemes'. The Code of Practice emphasises important aspects such as: the need to maximise women's participation in management and development programs; promotional programs that recognise the possible gender and cultural differences in self-selection for management development; and the need for collaborative and reflective processes. There is also a booklet containing a list of resources concerning gender inclusive staff development products and a chart presenting performance and improvement indicators for organisations. This report reviews recent Australian and European research and outlines a number of issues that can inform decisions regarding the future of Training Packages in the context of changes to work and work organisation, together with new ideas concerning knowledge, skill and learning. The research suggests that these changes and new ideas present significant challenges and have important implications for public policy and education and training practices, and are directly relevant to the development, maintenance and use of Training Packages intended to develop a workforce to meet the demands of the contemporary society.

The Australian National Training Authority Ministerial Council (ANTA MINCO) has allocated $20 million of vocational education and training (VET) funds per year, plus indexation, to be provided to State Training Authorities (STAs) in the three calendar years 2002-2004 for allocation to school authorities for VET in schools programs. This document outlines the principles and guidelines for the allocation of funding for the VET in schools program for the period 2002-2004. The principles and guidelines outlined in this document build on the arrangements in place for 1997-2001 and aim to directly support the achievement of the national goals relating to VET in schools and address a range of factors which are critical to the success of the next stage of this key national initiative. The directions for funding aim to assist States and Territories to set in place conditions for achieving the level of quality in the VET in schools program that will deliver outcomes of value on a sustainable basis into the future.
