Currently, operators of high-hazard equipment are licensed through a competency-based assessment system based on guidelines declared by the National Occupational Health and Safety Commission (NOHSC). In 2002, NOHSC and the Australian National Training Authority (ANTA) established a Statement of Relationship and, as a result, occupational health and safety (OHS) and training authorities have worked closely to improve the ways in which OHS issues are addressed within the development, review and implementation of national training packages. The Transition Working Group was established jointly by ANTA and NOHSC with key stakeholders to examine options for an agreed OHS/vocational education and training (VET) system ‘one-stop shop’ approach to the training and assessment of plant operators within the VET system. The findings of the Transition Working Group are presented in a two volume draft report indexed at TD/ANTA 75.27 and TD/ANTA 75.28. The purpose of this consultation paper is to obtain stakeholder feedback on the findings of the Transition Working Group. The feedback received will be considered by the Transition Working Group before finalising its recommendations for the consideration of the NOHSC and ANTA. This report summarises the outcomes of phase one of a review of the local government training package conducted by Australian Local Government Training (ALGT). This first phase is aimed at identifying the nature of work conducted within local government councils across Australia. The review found that restructuring and a broadening ambit of council's responsibilities have led to new work formations in many councils, and there is a need for a greater range of skills and skills of increasing complexity to support this. Some communities in rural and regional Australia have become known as ‘learning communities’ as they concentrate on learning to promote social cohesion, regeneration and economic development in the face of challenges, many of which are generated as the globalised knowledge economy emerges. In 2001, the Australian National Training Authority (ANTA) launched its learning communities pilot national project to encourage the development of learning communities and learn more about them. Ten rural and regional communities received funding to undertake a learning audit as the initial stage of becoming a learning community. As part of the project, each community completed an audit of their learning strategies and capacity to become a learning community. These audits consistently reveal a number of common themes that are seen as being essential for the sustainable development of learning communities. This is the story of the Southern Grampians District, Victoria. Show less
