The Longitudinal Surveys of Australian Youth (LSAY) program studies the progress of several groups of young Australians as they move from school into post-secondary education and work. This technical report describes the sampling and weighting of the 2003 (Y03) cohort. It describes the contents of the dataset and provides an explanation of all the variables in that dataset. The 2003 cohort of LSAY was drawn from the sample of 15 year-olds in Australian schools who participated in the Programme for International Student Assessment (PISA), conducted by the Organisation for Economic Cooperation and Development (OECD) in 2003. Cohort reports were introduced as part of the Longitudinal Surveys of Australian Youth (LSAY) program in 2000 to provide an overview of the education, training and labour market experiences of the whole cohort on a regular basis. They supplement data already available from government statistics on enrolments and apparent retention rates. These reports are aimed at helping researchers to see the potential of the database as they use a wider range of the variables than may be used in the LSAY research reports. This report provides details of the Y03 cohort in 2004 in terms of their background characteristics, education and training, employment, social activities and attitudes. Information on this cohort was first collected in 2003 when these young people participated in OECD's Programme for International Student Assessment (PISA).

This paper highlights that Australia is at risk of falling behind countries such as Finland, Japan and Korea when it comes to measuring key education outcomes in areas including maths and science learning and attainment. Two key challenges are highlighted. The first is the number of young people who fall behind in their learning during their school years and achieve only minimal educational outcomes. This often translates into leaving school before Year 12 or its training equivalent. Young people who leave school early risk limiting their opportunities to find good jobs and participate successfully in further learning later in their lives. The second challenge is the shortage of young people with the knowledge and skills required for effective participation in modern workplaces. In responding to these challenges, the paper identifies a five-point plan to overhaul school education so that every young Australian has access to a world-leading education system. The proposed strategies are: (1) greater early intervention; (2) increased customisation; (3) strengthening the teaching profession; (4) increased investment; and (5) improved governance. Show less

In order to investigate the most effective ways of assessing and reporting on the employability skills of senior secondary students, the Commonwealth Department of Education, Science and Training (DEST) commissioned the Australian Council for Educational Research (ACER) to produce this report. The main activity was to evaluate options for assessing and reporting on eight employability skills (communication; teamwork; problem-solving; initiative and enterprise; planning and organising; self-management; learning; and technological aptitude) against five criteria (validity, reliability, objectivity, feasibility, and usability) and to recommend a preferred approach. The report highlights six approaches through which senior secondary students’ achievement of employability skills can be assessed and reported. The report noted that the inclusion of employability skills in student learning ensures a more effective and efficient transition for students from schooling to the workforce. Show less

The Longitudinal Surveys of Australian Youth (LSAY) program studies the progress of several groups of young Australians as they move from school into post-secondary education and work. This technical report is the codebook for wave nine of the Y98 cohort. The Y98 cohort of LSAY was drawn from the national sample of approximately 14,000 year nine students. It was constructed by randomly selecting two year nine classes from a sample of schools designed to represent state and sector. The report describes the contents of the dataset and provides an explanation of all the variables in that dataset. Show less

[This report] was undertaken by [the Australian Council for Educational Research] ACER for The Smith Family to extend the findings of its report released in 2006 entitled ‘On track?: students choosing a career’ [indexed at TD/TNC 85.19], which identified uncertainties about how and to what extent family expectations shape young people’s educational plans, in particular their plans for transition from school to tertiary education, training or work. Narrative oriented interviews aimed to enhance the survey findings of ‘On track?’ by exploring young people’s stories in depth. On advice from The Smith Family, 10 ‘achievers’ from the Learning for Life program were interviewed and also nine of their family members (seven mothers, one father and one older sibling). An ‘achiever’ was defined as a young person who had made a positive start towards achieving post-school goals. This might be a pathway from Year 12 to university, or from Year 10 to an apprenticeship or ongoing employment. A review of the research literature was conducted. It focused on the effects and influences of family expectations on the cost-benefit analyses undertaken by students when they are considering their post-school plans. Data from interviews with young people and their family members supported the main findings of the research literature. The combined impression from the research literature and the stories of the young people interviewed for this study is that families are closely involved in their children’s decision-making about post-school options.

This literature review is part of a project commissioned by The Smith Family that is investigating the effects and influences of family expectations on the cost benefit analyses undertaken by students when they are considering their post-school plans. The review has been structured to survey the following areas of research: the influence of family, friends and networks - which explores the way in which family processes and relationships impact on young people as they make the transition from school to work; family contexts - research which links family structural factors and characteristics such as socioeconomic status with post-school planning; and adolescent decision making - the influences identified in the previous sections are considered in the broader context of theoretical and empirical research describing the underlying processes of career development. Wherever possible, the review emphasises Australian research studies.
