The main focus of the EUROTECNET program was on providing the European workforce with competencies to enable maximum benefit to be gained from new technologies. Workers required not only technological skills, but social, organisational and business competencies as well. The program involved a national reflection during 1992-1993 by the Member States of the European Union (EU), on critical issues related to the design of a flexible training model aimed at a new integration of work and learning. Through this reflection, the area of continuing vocational training emerged as the area of greatest need across the EU. The program was re-focused and four priority fields were identified for its final two years. These fields were innovative training needs analysis with a special focus on core competencies, transfer of innovative methodologies for the planning and management of training in the framework of human resources development, training providers as innovative service centres for enterprises, and innovative pedagogical methodologies and approaches. The results of the work by the projects in each of these areas was incorporated in four individual reports and these are synthesised in this document. Show less

The development of the European single market and rapid technological changes have resulted in major economic changes in Europe and have convinced the governments of the need to upgrade their economic and training systems in the face of economic globalisation. This paper summarises the degree to which the common economic and demographic context and the common policy vocabulary have produced a convergence in European education and training systems, with particular reference to the decade beginning in 1984. The extent to which there has been a common movement and the extent to which there has been a significant resulting convergence in European education and training systems are outlined with respect to: levels of participation; public expenditure on education; governance and regulation; the secondary phase of compulsory education; initial post-compulsory education and training; and continuing and higher education and training, including lifelong learning. At the heart of our social fabric, culture shapes our identities, aspirations and relations to others and the world. It also shapes the places and landscapes where we live, the lifestyles we develop. Heritage, visual and performing arts, cinema, music, publishing, fashion or design manifest themselves strongly in daily life but the contribution that cultural and creative sectors can bring to social and economic development in the [European Union] EU is still not fully recognised. Furthermore, major challenges are brought about by globalisation and the digital shift but the necessary adaptations are yet to be promoted to allow these sectors to realise their full potential and Europe’s long-standing excellence to be better valorised as a comparative advantage on the world scene. This paper proposes a strategy to exploit further the potential of these sectors in the EU to contribute to growth and jobs.

In December 2004, the Education Ministers of 32 European countries and representatives from the European Commission (EC) and the European Training Foundation (ETF) met in Maastricht to take stock of European cooperation in the field of vocational education and training (VET) following the Copenhagen declaration (indexed at TD/IRD 88.258). The intention of the Copenhagen declaration was to: improve the image and attractiveness of VET and learning; achieve high levels of quality and innovation in VET systems; link VET with new labour market requirements resulting from the knowledge society and demographic change; and improve social cohesion and labour market participation. This document sets out the progress made since, and describes the new strategies and priorities of the European countries on education and training for the next two years. Among the priorities are: continuing to set up common reference instruments to accentuate transparency (of the Europass variety); facilitating private and public investment; breathing new life into the role of teachers and trainers; and putting together reliable and relevant statistics. Following the publication of 'A memorandum of lifelong learning' (indexed at TD/IRD 88.400) in October 2000, the European Commission invited Member States to launch a consultation process to collect together all views on how best to make progress in implementing lifelong learning. Access to high quality adult learning contributes to employability, economic competitiveness, and social inclusion within Europe and its member states. However, statistics show that only a small proportion of adults participate in learning, with large variations between countries. The European Union (EU) average rate of participation in adult learning has been slowly decreasing since 2005. The European Agenda for Adult Learning, adopted in November 2011, is set to launch a joint program that makes adult learning a stronger link in the lifelong learning chain. The first challenge is to increase participation in adult learning and to make learners, providers, stakeholders and policy makers aware of the benefits of a high quality, easily accessible and equitable adult learning system. This guide is designed to help protagonists meet this challenge. It presents strategies to raise awareness of adult learning and explores how to make adult learning more popular and more accessible for target groups.

Unless significantly greater efforts are made in achieving the benchmarks, early school leaving, completion rates of upper secondary education and key competences for low achievers will remain ambitious for the EU even beyond 2010.

The European Qualifications Framework for lifelong learning (EQF) aims to improve the transparency, comparability and portability of people's qualifications. The EQF was set up in 2008 as a common reference framework of qualifications, expressed as learning outcomes at increasing levels of proficiency. The framework serves as a translation device between different qualifications systems and their levels. It is intended to benefit learners, workers, job-seekers, employers, trade unions, education and training providers, qualification recognition bodies, government authorities and international organisations. This document was published to mark the 10th anniversary of the EQF and provides an overview of the framework in general, how it can be used and who benefits. It also highlights the achievements of the EQF over the last 10 years and takes a look into the future.
