This paper looks at a range of issues with respect to maintaining and improving the quality of teaching and learning in Australian higher education institutions. The higher education context has been changing with the shift from an elite system to a mass higher education system and student participation has also changed. Higher education is charged with producing graduates who possess the skills and knowledge to continue their individual development as well as contribute to the nation's economic, social and cultural development. Dialogue between institutions and stakeholders, including employers and professional associations, will ensure appropriate student outcomes for the needs of the future. This paper looks at the maintenance of appropriate academic standards and increased consistency in the method of assessment. It is suggested that there needs to be a renewed focus on scholarship in teaching and a professionalisation of teaching practice. Show less

The National Review of Nursing Education 2002 was initiated in April 2001 to examine the future nursing educational needs of the health, community and aged care system in Australia and to provide advice on appropriate education policy and funding frameworks. This volume contains the reports of two national studies commissioned for the Review to map in detail nursing education programs and to profile and make future projections regarding graduates from undergraduate and postgraduate nursing education courses in Australia. Data pertaining to enrolled nurses was outside the scope of this study. Following a 2001 National Centre for Vocational Education Research (NCVER) feasibility study on collecting information on the offshore delivery of vocational education and training (VET) by Australian providers, the Department of Education, Science and Training (DEST), commissioned NCVER ‘to define, quantify and characterise Australian VET programs delivered offshore’. This report presents the results of this project. Key findings include: Australian providers delivered offshore VET programs in 34 countries, with China, Malaysia and Fiji ranking the highest in terms of student numbers; in 2002, there were approximately 25,100 offshore VET students enrolled with Australian public providers; the most common mode of delivery was classroom-based tuition; and courses were offered across the broad spectrum of the Australian Qualifications Framework (AQF). The National Indigenous English Literacy and Numeracy Strategy (NIELNS) was launched by the Prime Minister in March 2000 with the objective 'to achieve literacy and numeracy for Indigenous students at levels comparable to those achieved by other young Australians'. 265 initiatives were implemented by education and training providers under NIELNS during 2001-2004. The projects addressed the six NIELNS key elements of: improving attendance; improving participation in preschool; addressing hearing and health issues; getting good teachers; using best teaching methods; and improving accountability. NIELNS was the subject of an evaluation during 2002 and 2003. The evaluation team assessed provider reports, talked to key stakeholders and conducted a series of case studies. The evaluation concluded that 75% of projects, representing 75% of total funding, had either achieved their targets or made an improvement on their baseline. This report discusses the results in each of the six NIELNS key elements and the strategies that led to them. It considers program management aspects of NIELNS and addresses each of the evaluation questions. The final chapter discusses future directions including sustainability and mainstreaming as well as the recommendations from the Indigenous Reference Group (IRG). Three appendices accompany the report providing the policy background to NIELNS, the evaluation methodology, and the background to the IRG.

This report examines the destinations of school leavers who had participated in the Structured Workplace Learning (SWL) program while in either Year 11 or Year 12, and who left school in 2002. Structured workplace learning provides opportunities for students in secondary school to experience the workplace, and is often an integral part of vocational education and training (VET) programs undertaken by school students. Funded by the Australian Government through the former Enterprise and Career Education Foundation (ECEF), the fourth annual Student Destination Survey (SDS) sought to ascertain the labour market and education and training destinations of this target group of school leavers. Participants in the survey were asked about: the nature of their study while at school; whether they were studying or working at the time of the survey; and whether SWL had helped them attain their post-school destination. The findings show that there has been an increase in the proportion of SWL participants going on to full-time study, while a substantial group (35%) were in full-time employment, and one in five were undertaking a traineeship or apprenticeship. Overall, the survey indicates that SWL programs are playing a positive role in the support of young people's transitions from school to their career destinations. Show less

The study examined the impact of acquiring post-school vocational and technical education (VTE) qualifications on young people’s labour market outcomes by around their mid twenties. Separate analyses were undertaken of the impact for young people in general and for those who experienced a substantial period of unemployment before completing the VTE qualification. The study found that VTE qualifications significantly improved the employment outcomes of both Year 12 completers and early school leavers, as well as for those who experienced lengthy periods of unemployment. The increase in the likelihood of being in full time employment by age 22 years in the case of the longer term unemployed school leavers was of the order of 10-13 percentage points. The most beneficial VTE qualification was an apprenticeship or traineeship. The multivariate statistical analyses used Longitudinal Surveys of Australian Youth (LSAY) data.
