The Train to Gain service is intended to build upon the experience of Employer Training Pilots, and is available to employers as an independent and impartial brokerage service to diagnose business needs and source appropriate training provision. Brokers are contracted by the Learning and Skills Council (LSC) to deliver the service, which is presently moving from its pilot phase towards full national roll out. Train to Gain is available to all employers, but brokers will primarily target new, small and 'hard to reach' businesses. This report documents the first of three waves of evaluation of the pilot phase of the service, and covers employers contacted in April and May 2006. Evaluation is intended to ascertain employer ratings of importance and satisfaction about 11 key measures related to the service.

This publication presents a number of case studies where technology has been used as a means of improving learner outcomes. It shares what was done, why and, most importantly, the improvements that were secured as a result. The illustrative case studies share how technology can be used to good effect to bring about improvement to, for example, value-added, and tracking and target setting. The case studies signal the way forward to other providers across the sector seeking similar developments, and provide food for thought as well as some practical solutions. The projects described focus on raising retention and achievement and learner outcomes more widely, where technology per se was not the main aim but more the vehicle for securing that improvement. As such, the spotlight is on the direction and journey undertaken by the providers as they focused on improving their learners’ outcomes using technology as the means of securing that improvement.

The fourth National Employers Skills Survey (NESS) has revealed a steady upward trend in most areas of skills development, according to the views of over 79,000 employers. NESS gathers and analyses data on the issues employers face in terms of recruitment, skills gaps and training. The findings are positive with fewer employers reporting skills gaps and the percentage of all vacancies caused by skills shortage, showing a marked fall. There has been an increase in the proportion of employers providing training, holding a training plan and budget, which has led to an increase in the cost of training for employers of 15.9 per cent compared to 2005. Key findings from the survey include: 67 per cent of establishments have funed or arranged training in the last year; Employer training spend for 2007 was 38.6 billion [British pounds] an increase of 16 per cent (10 per cent when inflation is taken into account); Almost half of employers have a training plan and over a third have a training budget; There has been a reduction in the number of vacancies caused by lack of skills (25 per cent in 2005 compared to 21 per cent in 2007). The study was undertaken in collaboration with the Department for Innovation, Universities and Skills (DIUS) and the Sector Skills Development Agency (SSDA).

The National Learner Satisfaction Survey (NLSS), undertaken by the Learning and Skills Council (LSC), provides an overview of delivery and satisfaction with education and training among learners aged 16 or over in England. The NLSS 2004/05, carried out between February and June 2005, looked at a range of programs and interviewed learners about their perceptions of the delivery of education and training and their satisfaction levels in relation to the quality of teaching, management of learning, pre-entry advice and guidance, learner support, benefits and impacts of learning. The focus of this report is on adult and community learning (ACL) provision. Key messages include: 33 per cent of learners were 'extremely' satisfied with their overall learning experience; male learners were more satisfied than female learners and younger learners and learners from minority ethnic groups all displayed lower levels of satisfaction; learners with disabilities were more satisfied overall than those without; and the most common reasons given for leaving the course early were health reasons, excess workload, wrong course and problems with the quality of teaching. This report is prepared in accordance with the legislative requirements of the Skilling Australia's Workforce Act 2005 and includes an assessment of the performance of the national training system during the year. The report provides detailed information on the operation of the national system, its achievements and challenges, and the outcomes achieved for the system’s clients. This report covers the 2005 calendar year and is presented in four sections. Section 1: 'Introduction and context' provides an outline of the report, describing the economic and social context for the national training system during 2005, and outlines the major components of the national training system. Section 2: 'Performance of the national vocational education and training (VET) system in 2005' contains an analysis of the system's performance in 2005 against agreed key performance measures. Section 3: 'Annual national priorities for 2005' reports the achievements and outcomes against the annual national priorities for 2005, and is underpinned by examples and achievements of the state, territory and Australian governments. Section 4: 'Appendices' provides time-series statistical tables on the national training system's performance and includes information on the data sources used as well as additional state and territory data. The 2003 National Employers Skills Survey (NESS) [the main report is available in VOCEDplus at TD/TNC 79.599] revealed severe skills shortages and gaps at all levels of employment in the UK, with employers regarding one in 10 employees as being incompetent. This guide offers practical advice on how employers can tackle the critical issues highlighted by the NESS survey. Its key message is that businesses need to acknowledge the skills shortages or gaps and adopt a systematic approach to upskilling their workforce. This report presents the main findings of a research project on migrant workers and their impact on the regional economy and labour market. The objectives for the research were: to provide the South East England Development Agency (SEEDA) and its partners with a detailed and robust profile of the migrant worker population in the south east; to provide a snapshot of migrant worker flows to the south east; to assess the impact of migrant worker activities on labour markets in the south east and on the regional economy; to assess the range of skills that migrant workers bring to the south east region; and to highlight key issues and help develop an understanding of the social impacts of economic migration and associated service provision issues in the south east. The study involved a review of existing studies on international labour migration to the UK, an analysis of available secondary data sources on migration; and primary data collection focusing on migrants.

This report contains the key points from a research paper (indexed at TD/TNC 89.190) of the same title commissioned by the Minerals Industry National Skills Shortages Strategy (NSSS) and funded by the Department of Education Science and Training (DEST). The research resulted from the recommendations of an earlier paper titled ‘Prospecting for skills: the current and future skill needs in the minerals sector’ (indexed at TD/TNC 83.200), which aimed to provide research evidence on the current and future skill needs of the minerals industry. This current research aimed to determine what, if any, barriers to employment and training exist in the Australian minerals industry by examining issues that affect the training of apprentices and trainees. The study revealed that there are a number of fast-track models already available under the competency-based approach to training and skills progression. It is recommended that employers make full use of these models for early completions. Also highlighted is the need for training contracts to be flexible to provide for learners who have the capacity or experience for fast-tracking and for those who need additional time and support. Some of the time durations in some trades need reviewing to ensure that they still meet industry requirements. The study found that there are very few structural barriers to addressing the challenges to employment and training of traditional apprentices and trainees in the minerals industry. Significant progress has been made by the industry in providing innovative solutions to attract, train and retain apprentices and trainees. Based on the findings, strategies to reduce barriers and increase the uptake and completion of traineeships and apprenticeships are recommended, including: industry to further embrace fast-track options and to continue to support such options for the completion of apprenticeships; continued promotion of apprenticeships and traineeships to existing workers to actively engage in recognition of prior learning (RPL); promotion of the industry and career options available through apprenticeships and traineeships; continue to work with Indigenous communities, to ensure access and participation is enhanced; liaise with Federal and State Governments in exploring strategies for making the delivery of training more ‘flexible’; work with Federal and State Governments to support and enhance systems relating to RPL assessments; work with Federal and State Governments in reviewing nominal term durations for apprenticeships; and increase industry participation in school-based apprenticeships and traineeships. The Learning and Skills Council (LSC) has responsibility for the planning and funding of work based learning for young people in England up to the age of 24. The responsibility for work based learning for unemployed adults age 25 and over lies with Job Centre Plus. This document sets out the Council’s approach to funding work based learning (WBL) for young people up to the age of 24 years in 2002/03 and details future developments. This document details: the work undertaken in reviewing the 2001/02 arrangements in response to feedback from providers and sector representatives, and the key role of the National Rates Advisory Group (NRAG) in reviewing funding rates; how the Council is implementing enhancements to WBL that reflect the recommendations of the Modern Apprenticeship Advisory Committee; and the Council’s funding approach for WBL in 2002/03. Current and future research and policy development likely to impact on WBL are described, including the funding of additional learning support and research into area costs and programme/sector weightings. The Council’s intention to undertake further research on the costs of provision relating to the various elements of WBL are discussed.

This report presents findings from a research project carried out in the East Midlands between January and June 2002 under the remit of the regional Learning and Skills Research Network (LSRN). The project focused on researching the extent of alternative educational provision for young people aged 14-16 years and on both their experiences and those of the practitioners involved. Alternative provision was defined as that which was provided by schools, colleges, training providers and employers of young people aged 14-16 who were not attending mainstream school full-time and following the National Curriculum. The primary aim was to determine the modes and levels of provision on offer. In addition, the project sought to gain views as to the provision’s effectiveness from young people and practitioners involved in the planning and delivery of programmes.
