This report provides an evaluation of the impact of changing economic conditions on Job Services Australia (JSA) from 1 July 2009 to January 2010 as specified in the JSA evaluation strategy (DEEWR 2009a). The major goal of this project is to assess the effect of the economic downturn on employment services, particularly with regard to: job seeker numbers and characteristics; the broad patterns of assistance provided by JSA; the costs to the Government of the assistance provided and the costs borne by JSA in providing that assistance; and the effectiveness of this assistance in achieving placements and outcomes.
The report begins with a description of the broad path taken by the economic downturn in Australia. Trends in job seeker numbers are examined closely in section three, particularly with regard to the gender, age and unemployment duration of clients. Preliminary analysis of job placements, service-based revenue and expenditure on clients is considered, although all three were still rising to their more normal operating levels when this analysis was undertaken. Section four examines trends in the placement of clients in JSA streams, while section five reports on trends in provider revenue and section six on job seeker expenditure.

This report evaluates survey data on what employers and employees say about the use of skills at work. While skill shortages is an issue widely canvassed in public debate, there has been less attention to how skills and knowledge are applied in the workplace. Yet this is important for governments wanting to maximise the return on public investment in training, and for training organisations wanting a fuller understanding of the industry context in which they operate. This report contains new information on skill shortages, skill gaps in the existing workforce, and the extent, distribution and impact of workplace training in Australia.

Several significant current trends are providing strong imperatives for Australian policy makers to seriously consider Australia's national software infrastructure for education, including the 21st century learning agenda, issues of equity and social inclusion, Australia's innovation, collaboration and productivity agendas, and the constant emergence of new technologies. This investigation develops the case for acceleration of Australia's progress towards a 21st century education software infrastructure. The report presents analyses of the policy drivers outlined above and of the current state of Australia's national education software infrastructure. On the basis of those analyses, recommendations are made for actions that will accelerate the development of Australia's education software infrastructure towards a situation in which the policy drivers identified are addressed, and emerging issues and agendas can be more efficiently tackled in future. Australia's federation is a key consideration for policy makers in education, and recommendations from this investigation are appropriately framed to build on work already carried out in the states and territories. This report is part of the series of investigations commissioned by the Australian Government's Department of Education, Employment and Workplace Relations (DEEWR) as part of the Strategic ICT Advisory Service (SICTAS) project.

This discussion paper aims to encourage debate and provide ideas on economic development and jobs for Indigenous Australians. Nationwide consultations will focus on how to reform two existing employment and work-readiness programs - Community Development Employment Program (CDEP) and the Indigenous Employment Program (IEP). The discussion paper looks at how individuals, businesses, communities and partnerships must be involved to lift Indigenous employment rates. It also builds on the principle that improved universal employment services and training places are essential for sustained economic development. The paper also looks at how employers of Indigenous workers can be better supported, building on the success of the Structure Training and Development Program (STEP) and Structured Training and Employment Projects Related Services (STEPERS) programs. The Australian Government is developing a new strategy to build the strong foundations necessary for sustainable Indigenous economic development across Australia. The Indigenous Economic Development Strategy (IEDS) will be launched later this year and will complement the Government’s new employment services model to be implemented from July 2009. Show less

Disability Employment Services 2010-2012 (DES) is an Australian Government program that assists people with disability to secure and maintain employment in the open labour market. The program commenced on 1 March 2010, replacing the Disability Employment Network (DEN) and Vocational Rehabilitation Services (VRS) which had been operating since 2006. DES providers, mostly not-for-profit organisations, are contracted to the Department of Education, Employment and Workplace Relations to deliver employment services to eligible people with disability. Currently, around 220 DES providers deliver services at more than 2,000 sites across Australia. An evaluation of the program is to be completed in financial year 2012-13 according to a strategy developed jointly with the DES Reference Group (DEEWR 2010). This report contains findings on the accessibility and effectiveness of DES in the program’s first year of operation.

The purpose of this paper is to promote discussion and consideration of the issues for the review of the Disability Standards for Education 2005 (the Standards). The paper also outlines the scope of the review and sets out some key questions to be addressed in determining whether the Standards have been effective in achieving their objectives. In reviewing the effectiveness of the Standards, the review will consider whether the Standards: (1) have provided clarity and specificity for education and training providers and for students with disability and their families in relation to their rights and requirements under the Disability Discrimination Act 1992; (2) have assisted people with disability to access and participate in education and training opportunities on the same basis as those without disability; (3) have assisted to eliminate discrimination (including harassment and victimisation) of people with disability in education and training; (4) have promoted recognition and acceptance in the community of the principle that people with disability have the same fundamental rights as the rest of the community; and (5) are compatible with Australia’s current education and training system.
