This paper summarises the findings of the project on Developing Effective Public-Private Partnerships in the [Asia-Pacific Economic Cooperation] APEC Region implemented under the Labour and Social Protection Network of the APEC Human Resources Development Working Group. Australia, represented by the Australian Government Department of Education, Employment and Workplace Relations (DEEWR) coordinated this self-funded project investigating the use of public-private partnerships (PPPs) in the delivery of human resources development policies and programs with a particular focus on labour and welfare programs.

The annual Survey of Employers' Recruitment Experiences in capital cities across Australia surveys employers about their recent recruitment activity and future employment expectations. The survey results provide insights into the levels of recruitment activity, the occupations for which employers had the greatest difficulty filling vacancies and the recruitment outlook. These reports and presentations provide labour market information and an analysis of the Survey of Employers' Recruitment Experiences for industry and regions located in more than one state or territory.

This report provides an evaluation of the impact of changing economic conditions on Job Services Australia (JSA) from 1 July 2009 to January 2010 as specified in the JSA evaluation strategy (DEEWR 2009a). The major goal of this project is to assess the effect of the economic downturn on employment services, particularly with regard to: job seeker numbers and characteristics; the broad patterns of assistance provided by JSA; the costs to the Government of the assistance provided and the costs borne by JSA in providing that assistance; and the effectiveness of this assistance in achieving placements and outcomes.

The report begins with a description of the broad path taken by the economic downturn in Australia. Trends in job seeker numbers are examined closely in section three, particularly with regard to the gender, age and unemployment duration of clients. Preliminary analysis of job placements, service-based revenue and expenditure on clients is considered, although all three were still rising to their more normal operating levels when this analysis was undertaken. Section four examines trends in the placement of clients in JSA streams, while section five reports on trends in provider revenue and section six on job seeker expenditure.

The publication includes information about employment trends by region, occupation and industry, together with projected employment growth and job prospects. This 2011 edition focuses on the variations in labour markets across regions of Australia. Regional labour markets vary markedly in terms of their industry composition, age and educational profiles. The publication also highlights government services available to assist those looking for a job or wanting support for training, or needing help after finding employment.

Keep Australia Working is the government’s strategy to protect jobs and support business in the current economic environment. Key areas include: a nation building economic stimulus plan; helping business; and helping workers. This final report is part of a whole-of-government strategy to support Australian jobs. It details Australia’s current employment outlook, actions already taken and describes initiatives to address challenges of the future as the economy recovers. In order to support outcomes now and build long term capacity, major initiatives to build job and training opportunities include: a new Apprentice Kickstart Package to accelerate the take-up of apprenticeships in order to support the availability of trade skills in crucial sectors of the economy; a second round of the Local Jobs Stream of the Jobs Fund, targeted specifically at green jobs to support the transition to the economy of the future; a second round of the Get Communities Working Stream of the Jobs Fund to give priority to intermediate labour market models of social enterprise; setting up an Office of Employment Co-ordination to build further opportunities to connect job seekers with employment opportunities; expanding Keep Australia Working financial information seminars and job expos; and improving information for people and organisations affected by the global recession. Job Services Australia (JSA) commenced on 1 July 2009 under the Employment Services Deed 2009-2012 (ESD4). Compared to its predecessor, Job Network, the JSA model of service delivery is designed to focus more on the needs of the most disadvantaged Australian job seekers and to achieve greater social inclusion. It seeks to boost employment participation and the productive capacity of the workforce, address skills shortage areas and better meet the needs of employers. The Government requires that JSA be progressively monitored and evaluated from implementation. Evaluation of JSA will assess how the service performs in terms of assisting individuals, particularly those most disadvantaged in the labour market, to obtain skills and secure sustainable employment. A main element of the JSA service delivery model is a flexible pool of funds, the Employment Pathway Fund (EPF), which JSA providers may use to assist fully eligible job seekers to overcome their vocational and non-vocational barriers to employment. This report provides a general overview of the EPF under JSA and looks in more detail at two specific areas of EPF expenditure, to give an insight into how the fund is being used by JSA providers to assist job seekers [to] overcome their barriers to employment. This exploratory analysis will contribute to a future report, planned for 2013, which will consider the broader effectiveness of JSA.

This investigation compiles the evidence currently in existence to build a case for implementation of an Australian e-portfolio or e-portfolios. E-portfolio applications have been around for a number of years and are widely adopted in Australian education institutions. However, once learners are no longer involved in formal education, their access to e-portfolio services can be severely limited, even though they are by no means at the end of their education and are just beginning the work phase of their career. Several e-portfolio implementations around the world demonstrate the potential of e-portfolios for users post-education, including: supporting workers facing redundancy; career development; workforce development and planning; continuing professional development; lifelong learning; and articulation of skills and experience. E-portfolios have the potential to contribute to the policy response to an economic environment that includes complexities such as skills shortages, ongoing adjustment of the Australian labour market, the life-long learning agenda, and the impact of the global financial crisis. Worldwide, e-portfolios are at an interesting stage. Many implementations are considered highly successful by their stakeholders, in terms of benefits for individual users and labour market outcomes. However, the implementations are too recent for a solid base of evidence to have emerged, which means that several successful e-portfolios have been developed and implemented simply on the basis of an understanding that this is the way of the future. This report is part of the series of investigations commissioned by the Australian Government's Department of Education, Employment and Workplace Relations (DEEWR) as part of the Strategic ICT Advisory Service (SICTAS) project.

Disability Employment Services 2010-2012 (DES) is an Australian Government program that assists people with disability to secure and maintain employment in the open labour market. The program commenced on 1 March 2010, replacing the Disability Employment Network (DEN) and Vocational Rehabilitation Services (VRS) which had been operating since 2006. DES providers, mostly not-for-profit organisations, are contracted to the Department of Education, Employment and Workplace Relations to deliver employment services to eligible people with disability. Currently, around 220 DES providers deliver services at more than 2,000 sites across Australia. An evaluation of the program is to be completed in financial year 2012-13 according to a strategy developed jointly with the DES Reference Group (DEEWR 2010). This report contains findings on the accessibility and effectiveness of DES in the program’s first year of operation.
