This paper summarises the findings of the project on Developing Effective Public-Private Partnerships in the [Asia-Pacific Economic Cooperation] APEC Region implemented under the Labour and Social Protection Network of the APEC Human Resources Development Working Group. Australia, represented by the Australian Government Department of Education, Employment and Workplace Relations (DEEWR) coordinated this self-funded project investigating the use of public-private partnerships (PPPs) in the delivery of human resources development policies and programs with a particular focus on labour and welfare programs.

The annual Survey of Employers' Recruitment Experiences in capital cities across Australia surveys employers about their recent recruitment activity and future employment expectations. The survey results provide insights into the levels of recruitment activity, the occupations for which employers had the greatest difficulty filling vacancies and the recruitment outlook. These reports and presentations provide labour market information and an analysis of the Survey of Employers' Recruitment Experiences for industry and regions located in more than one state or territory.

This report provides an evaluation of the impact of changing economic conditions on Job Services Australia (JSA) from 1 July 2009 to January 2010 as specified in the JSA evaluation strategy (DEEWR 2009a). The major goal of this project is to assess the effect of the economic downturn on employment services, particularly with regard to: job seeker numbers and characteristics; the broad patterns of assistance provided by JSA; the costs to the Government of the assistance provided and the costs borne by JSA in providing that assistance; and the effectiveness of this assistance in achieving placements and outcomes.

The report begins with a description of the broad path taken by the economic downturn in Australia. Trends in job seeker numbers are examined closely in section three, particularly with regard to the gender, age and unemployment duration of clients. Preliminary analysis of job placements, service-based revenue and expenditure on clients is considered, although all three were still rising to their more normal operating levels when this analysis was undertaken. Section four examines trends in the placement of clients in JSA streams, while section five reports on trends in provider revenue and section six on job seeker expenditure.

Preparations are being made for the Sixth International Conference on Adult Education (CONFINTEA VI), 'Living and learning for a viable future - the power of adult learning', to be held in Brazil in 2009. As part of these preparations, member states are requested to prepare a national report on the developments in adult learning and education since 1997 (CONFINTEA V), on the current state of the art and future challenges of adult learning and education. These reports will constitute a major input for the Brazil conference, help to prepare a regional synthesis for the regional preparatory conferences and supply critical data for a Global Report on Adult Learning and Education (GRALE).

This overview provides brief information on current issues and broad structural features in the Australian post-school education system, including information on the responsibilities of different levels of government. The remainder of the report discusses developments in adult learning and education in Australia since 1997. Most Australian adult learners participate in the general post-school education sector. The courses they enrol in are available to learners of all ages and prior education experience who meet the prerequisites of the course. There are also a number of government programs and non-formal education courses which are tailored towards adult learners. The adult community education (ACE) sector of the Australian educational system covers an extensive range of educational activities undertaken outside the main vocational and academic streams, including vocational programs which have an employment related focus and are designed to equip students with specific professional skills and non-vocational programs which contribute to the overall personal, cultural and social development of an individual. Within ACE, there are two main types of vocational training programs: (1) formal programs, which may lead to a qualification recognised under the Australian Qualifications Framework (AQF) or other certificates; and (2) informal programs, which do not result in attainment of a recognised qualification. The main issues adult education needs to address in Australia include: responding to the skill shortages which have emerged as a result of Australia's period of prolonged economic growth; responding to Australia's ageing population, which necessitates more training targeted to adult learners; responding to the demands of globalisation; adjusting to advances in information and communication technology (ICT); fostering the development of language, literacy and numeracy skills and self-confidence of adults, particularly those from non-English speaking backgrounds; streamlining skills development through a range of approaches such as recognition of prior learning; and increasing participation in formal and non-formal learning by engaging the disengaged in order to increase social inclusion. Disability Employment Services 2010-2012 (DES) is an Australian Government program that assists people with disability to secure and maintain employment in the open labour market. The program commenced on 1 March 2010, replacing the Disability Employment Network (DEN) and Vocational Rehabilitation Services (VRS) which had been operating since 2006. DES providers, mostly not-for-profit organisations, are contracted to the Department of Education, Employment and Workplace Relations to deliver employment services to eligible people with disability. Currently, around 220 DES providers deliver services at more than 2,000 sites across Australia. An evaluation of the program is to be completed in financial year 2012-13 according to a strategy developed jointly with the DES Reference Group (DEEWR 2010). This report contains findings on the accessibility and effectiveness of DES in the program’s first year of operation.

Australian Jobs 2008 provides up-to-date information about jobs, including a guide to the occupations and industries in which Australians work. It also highlights jobs with good prospects and includes information about State/Territory and regional labour markets. Australian Jobs also incorporates sections which assist readers access employment services, Australian apprenticeships and higher education. This edition focuses on regional labour markets, using data from the Australian Bureau of Statistics 2006 Census of Population and Housing. Show less

Construction is a skilled industry with nearly half the workers in the industry in Australia holding qualifications at Certificate III or IV or Diploma or Advanced Diploma level. Construction activity varies from state to state and consequently demand for workers and skills varies. Employers are experiencing less difficulty in recruiting currently than they did in 2007 and 2008. Currently shortages exist for constructions project managers, civil engineers, surveyors, quantity surveyors, construction estimators. Regional areas are short on electricians and some engineering trades. Show less
