Keep Australia Working is the government’s strategy to protect jobs and support business in the current economic environment. Key areas include: a nation building economic stimulus plan; helping business; and helping workers. This final report is part of a whole-of-government strategy to support Australian jobs. It details Australia’s current employment outlook, actions already taken and describes initiatives to address challenges of the future as the economy recovers. In order to support outcomes now and build long term capacity, major initiatives to build job and training opportunities include: a new Apprentice Kickstart Package to accelerate the take-up of apprenticeships in order to support the availability of trade skills in crucial sectors of the economy; a second round of the Local Jobs Stream of the Jobs Fund, targeted specifically at green jobs to support the transition to the economy of the future; a second round of the Get Communities Working Stream of the Jobs Fund to give priority to intermediate labour market models of social enterprise; setting up an Office of Employment Co-ordination to build further opportunities to connect job seekers with employment opportunities; expanding Keep Australia Working financial information seminars and job expos; and improving information for people and organisations affected by the global recession. Career development describes the ongoing process of a person managing their life, learning and work over their lifespan. Career development services include career education, career exploration, career information, career advice and career guidance. The elements in this Australian government strategy respond to the need for a more coordinated, efficient and strategic approach that recognises the value of career development as a lifelong process and aims to ensure that career development support is accessible to those who need it. The strategy aims to build on the history of collaboration across governments in this area to bring an even more coherent approach to career development. Show less

The Department of Education, Employment and Workplace Relations (DEEWR), on behalf of the Minister for Tertiary Education, Skills, Jobs and Workplace Relations, produces the annual national report for the national vocational education and training (VET) system in Australia. This report covers the 2010 calendar year and provides an assessment of the performance of the national training system as well as detailed information on the operation of the national system and its achievements and challenges. The report covers total reported VET activity, which is broader than government funded VET activity, and refers to all aspects of VET for which data are available for reporting. The Australian VET system (including apprentices and trainees) covers delivery of VET training through a variety of public and private training providers. These include technical and further education (TAFE) institutes and other government providers, universities, secondary schools, industry organisations, adult migrant education scheme providers, enterprises, agricultural colleges, community education providers and privately operated registered training organisations. The report is presented in three sections: section one, ‘Overview’, provides an outline of the report, describing the national VET system, the relevant Intergovernmental Agreements that relate to VET and the economic and social context for the national VET system during 2010; section two, ‘Performance of the national VET system in 2010’, contains an analysis of the system’s performance in 2010 against key indicators relating to participation, achievement and outcomes of total reported VET students and those identified as having a disadvantage in VET; VET system efficiency and employer engagement and satisfaction with VET are also covered; and section three, ‘Appendices’, provides time series statistical tables on the national training system’s performance and includes information on the data sources used as well as additional State and Territory data. Data on a selection of outcomes and outputs included in the National Agreement for Skills and Workforce Development is also included.

In response to the deteriorating economic conditions brought about by the global recession, the Australian government announced the Jobs and Training Compact. The Jobs and Training Compact offers a range of training, support and local initiatives aimed at reducing the impact of the economic downturn. This document details the evaluation strategy for the Jobs and Training Compact. The aim of the evaluation is to assess whether the Jobs and Training Compact achieves its objectives by assessing its overall performance and the performance of its major elements. Reflecting the range of initiatives involved, performance is measured in terms of access to services, take-up, maintaining labour force attachment, boosting employment opportunities, participation in education, skills acquisition and community value. The evaluation will be structured around the Jobs and Training Compact's three broad target groups of retrenched workers, youth and local communities. The scope of the evaluation covers those initiatives within the three compacts which are managed by the Department of Education, Employment and Workplace Relations.
