The Youth Guarantee is an innovative approach to tackling youth unemployment to ensure that all young people under 25 - whether registered with employment services or not - get a good-quality offer of employment, continued education, an apprenticeship or a traineeship within four months of becoming unemployed or leaving formal education. [European Union] EU countries endorsed the principle of the Youth Guarantee in April 2013. This leaflet explains how the Youth Guarantee works and why it makes a difference.

The annual Survey of Employers' Recruitment Experiences in capital cities across Australia surveys employers about their recent recruitment activity and future employment expectations. The survey results provide insights into the levels of recruitment activity, the occupations for which employers had the greatest difficulty filling vacancies and the recruitment outlook. These regional reports and presentations provide labour market information and an analysis of the Survey of Employers' Recruitment Experiences conducted in Western Australia since 2010.

The Department of Education, Employment and Workplace Relations (DEEWR), on behalf of the Minister for Tertiary Education, Skills, Jobs and Workplace Relations, produces the annual national report for the national vocational education and training (VET) system. This report covers the 2009 calendar year and provides an assessment of the performance of the national training system as well as detailed information on the operation of the national system and its achievements and challenges. The report is presented in three sections: Section 1: Overview provides an outline of the report, describing the national vocational education and training system, the relevant Intergovernmental Agreements that relate to VET and the economic and social context for the national VET system during 2009. Section 2: Performance of the national VET system in 2009 contains an analysis of the system’s performance in 2009 against performance indicators agreed by the Council of Australian Governments (COAG). This section includes information about the participation, achievements and outcomes of all VET students and those that are identified as having a disadvantage in VET. VET system efficiency and employer engagement and satisfaction with VET are also covered. Section 3: Commonwealth, State and Territory achievements gives examples of achievements of the State, Territory and Australian Governments.

The ‘Higher education report 2010’ is part of a suite of publications which report on the Australian higher education sector in 2010. The report provides: an overview of the higher education sector and its major achievements in 2010; details of funding allocations under the Higher Education Support Act 2003 (HESA); and an overview of program outcomes (including the allocation of places). This publication primarily relates to higher education matters and programs which fall within the Department of Education, Employment and Workplace Relations (DEEWR) but does include some information on research block grant programs which are administered by the Department of Innovation, Industry, Science and Research (DIISR).

The aim of the ADAPT community initiative was to help the workforce adapt to industrial change and to promote growth, employment and the competitiveness of companies in the European Union. This report, aimed at contributing to the current debate on lifelong learning in Europe, was commissioned by CEDEFOP at the end of the initiative to analyse those projects which illustrated good practice in lifelong learning. The focus of the report is on the key findings of ADAPT projects on workplace-oriented learning and learning networks. Suggestions are made based on project results and structured around the key messages of the European Commission’s ‘Memorandum on lifelong learning’ (indexed at TD/IRD 88.400). In 2009, the Council endorsed the renewed framework for European cooperation in the youth field (2010-2018), known in short as the [European Union] EU Youth Strategy. Its objectives are to: (1) create more and equal opportunities for all young people in education and in the labour market; and (2) promote the active citizenship, social inclusion and solidarity of all young people. This Staff working document supports the Commission Communication which presents the draft joint report on the EU Youth Report to the Council. Summarising the results of the first cycle (2010-2012), it presents the actions taken at EU-level and in Member States, as well as initiatives taken by young people themselves. Separate chapters report on achievements in all eight 'fields of action' of the strategy, the general organisation and approach to youth policy, and the structured dialogue between young people and policy-makers. The references made to Member States' activities are based on national youth reports submitted by them. Young people are represented in the report by the European Youth Forum, which is an umbrella organisation of approximately 40 National Youth Councils and more than 60 international non-governmental youth organisations in Europe.

Language competences are a key dimension of modernising European education systems, and this staff working document [SWD] is part of a larger policy initiative contributing to Europe 2020. It offers analysis and insight to support the Commission communication on 'Re-thinking Education: a blueprint to invest in the skills of the future for better economic and social outcomes'. Raising the language competences of children, young people and adults will foster the mobility of workers and students and improve the employability of the European workforce. Therefore, improved language competences will contribute to achieving the objectives of the Europe 2020 strategy of growth and jobs. This SWD presents ground-breaking evidence. This report sets out steps to be taken without delay to get young people back into work, education or training. These steps cover: the implementation of the Youth Guarantee; investment in young people through the European Social Fund; the front-loading of the Youth Employment Initiative; support for intra-[European Union] EU labour mobility with EURES; steps to ease the transition from education to work by boosting the supply of high quality apprenticeships and traineeships and addressing skills shortages; an acceleration of reforms to deliver a genuine EU labour market in the longer run; and measures to support job creation in the immediate term, especially by [small and medium-sized] SMEs, and to incentivise the hiring of young people.

Reverse marketing is funded under the Employment Pathway Fund (EPF) to encourage [Job Services Australia] JSA providers to actively market job seekers to potential employers where vacancies have not been advertised, and to refer and place job seekers into those jobs. Reverse marketing provides a mechanism to stimulate demand for labour by pre-empting employers' labour needs before they create a vacancy. Effective reverse marketing can play an important role in the wider employment services framework by providing job ready job seekers with access to vacancies that may not otherwise exist. The EPF was designed to give JSA providers flexibility to be innovative and creative when servicing their job seeker caseload, to improve the chances of job seekers finding sustainable employment. Consistent with this principle, the definition of reverse marketing has flexibility incorporated to allow providers to use it effectively within their local environment. However reverse marketing is a service similar to the general servicing which JSA providers are contractually obliged to deliver, with key differences that are sometimes difficult to distinguish and are open to interpretation and possible inappropriate application in practice. This paper assesses the use of reverse marketing under the EPF in terms of how it is being targeted, and how effective it is in achieving increased job referrals and job placements for job seekers. Length of employment was not used as an effectiveness indicator due to the difficulty in attributing differences in employment sustainability to how job seekers were recruited, rather than other factors operating before the job seekers became employed and after placement.
