This report was prepared with the primary objective of drawing insights on how Asian economic giants India and the People's Republic of China leveraged education and skills development to advance economic growth. The analysis presented similarities and differences in human capital development strategies and their outcomes that helped define development pathways between the two countries. It also outlined the prospects for human capital development in the sustainability of the two countries' economic growth. The report was completed in 2014 under the Development Partnership Program for South Asia: Innovative Strategies for Accelerated Human Resource Development in South Asia (TA-6337 REG).

The impact of the skills development project (SDP) (the Project) will be the development of more skilled and semi-skilled workers who will contribute to economic growth and social development. The Project supports the Government’s National Poverty Reduction Strategy (NPRS) to reduce poverty and promote economic growth by providing market-relevant skills training to more Bangladeshis, including the poor and the disadvantaged. The Project’s envisioned outcome is improved access by various prospective trainees to and strengthened capacity of the technical and vocational education and training (TVET) system in providing skills training responsive to labor market needs. The Project will have three outputs: (i) enhanced relevance of TVET programs to the labor market; (ii) improved capacity for and quality of TVET delivery; and (iii) increased access to good quality and relevant skill training.

This chapter describes a comparative study of languages other than English (LOTE) in Australia with languages other than Chinese (LOTC) in China. It is based on research which was undertaken in 1997 focusing on the importance of learning a LOTE for communicative purposes in light of LOTE learning beginning to draw increased attention from government education policy-makers, educationalists and language teaching practitioners worldwide. It examines the similarities and differences in both groups between learners' motivation, attitudes, interest levels, teaching methods and learning strategies and the individual and socio-structural variables in relation to foreign language policies, curricula and their implementations.

Economic growth in Bangladesh, above six per cent in most years since the 2000s, has been on the fast track since the 1990s. Not many developing countries, especially the least developed, have been able to achieve this consistently for such a long period. Yet despite the jobs generated in the export-oriented readymade garment industry, the fruits of growth have not been widely shared. This joint study by the Asian Development Bank and the International Labour Organization examines the nature and magnitude of the employment challenge Bangladesh faces. It looks at the nature of productive employment and its role in transmitting the benefits of growth into incomes for the poor, thus reducing poverty. It also examines the importance of overseas employment, changing gender roles in employment in Bangladesh, quality of education, and skills development.

Growing concerns about the quality and relevance of education and training (E&T) in the Philippines has led to the formation of an ad hoc Presidential Commission on Education Reform (PCER) to undertake a major reform of the system. There is a strong demand for skills training in Sri Lanka, such that only 58% of applications received by four major public sector vocational training providers in 1997 were accepted. Course offerings have mushroomed in response to the high demand, but at the expense of quality. Vocational training institutions offer 321 courses, most (70%) of which are not very relevant to the employment market, resulting in a gross mismatch between the skills provided by the vocational training institutions and the skills demanded by industry and the services sector. There is a need to improve the quality and relevance of skills training programs to ensure graduates are employable. There is also an urgent need to address unemployment among youth and females, whose unemployment rate is twice that of males. About 85% of the unemployed are from rural areas, and 54% of them are female. Close to half (46%) of the targeted beneficiaries fall below the poverty line. A presidential task force on implementation of reforms in the technical education and vocational training (TEVT) sector was established by the Government. The reforms focus on quality and standards, relevance, access, institutional efficiency, and resource mobilization through active partnership with the private sector and nongovernment organizations (NGOs).
The Project envisioned substantially impacting poverty by raising the income of male and female trainees from poor families. The more senior and technical staff of vocational training centers and employees of private training institutions, who also belong to poor households, were expected to gain from capacity development activities that would enable them to compete for higher salaries.
The Project’s main objective was to improve the quality and relevance of skills-training programs by building a high-quality workforce to address the issues of skills mismatch and unemployment among rural and urban youth. The project aimed to restructure and reorient the vocational training system through introduction of competency-based training (CBT) to ensure a closer partnership between vocational institutions and the private sector.
The Project was designed to support upgrading of facilities and capacity building in selected existing vocational training institutions, including six national vocational training institutions, 34 technical colleges, 200 selected vocational training centers (VTCs), and vocational training institutions spread over eight provinces and 21 districts managed by the private sector and NGOs. Although the intervention was focused on rural youth, it was anticipated that youth in tea plantations and urban areas would also benefit.

While TVET is important for socio-economic development, it constantly needs to be transformed so that what it offers reflects the reality of the labor market in the Pacific region. This document highlights strengths and weaknesses of TVET initiatives in the 13 Pacific Islands countries and provides future scope for strategic planning. The document also captures many good practices from around the world, which are applicable to the Pacific context of TVET.
