Some communities in rural and regional Australia have become known as ‘learning communities’ as they concentrate on learning to promote social cohesion, regeneration and economic development in the face of challenges, many of which are generated as the globalised knowledge economy emerges. In 2001, the Australian National Training Authority (ANTA) launched its learning communities pilot national project to encourage the development of learning communities and learn more about them. Ten rural and regional communities received funding to undertake a learning audit as the initial stage of becoming a learning community. As part of the project, each community completed an audit of their learning strategies and capacity to become a learning community. These audits consistently reveal a number of common themes that are seen as being essential for the sustainable development of learning communities. This is the story of Port Pirie, South Australia. This document sets out the revised workplan for carrying out improvements to training packages following the high level review. The review looked at how training packages could be improved to better meet skill needs and support teaching and learning. The workplan outlines priorities for action up until 30 June 2005, when ANTA's [Australian National Training Authority's] responsibilities are transferred over to the Australian Government Department of Education, Science and Training (DEST). These priority areas include employability skills, development and review processes, guidelines for VET [vocational education and training] qualifications, and cross-industry qualifications. The workplan covers three years, so after 30 June 2005 the responsibility for implementing the workplan will rest with DEST.

‘Shaping our future: Australia’s national strategy for vocational education and training 2004-2010’ (indexed at TD/LMR 85.685) is the Australian government and industry’s collective strategy to ensure: ‘industry will have a highly skilled workforce to support strong performance in the global economy; employers and individuals will be at the centre of VET; communities and regions will be strengthened economically and socially through learning and employment; and that Indigenous Australians will have skills for viable jobs and their learning culture will be shared’. As part of the process in developing this strategy, the Australian National Training Authority (ANTA) commissioned the National Centre for Vocational Education Research (NCVER) to undertake a series of meta-analyses of research on 12 different vocational education and training (VET) topics. This report is the meta-analysis concerned with developing the role of VET in regard to social capital in communities and regions. Social capital refers to social attributes of a community that provide it with a ‘wealth’ beyond that of human capital, physical or financial assets, or natural resources. There is a strong focus on TAFE throughout the report, with a look at the role it plays in building social capital, and key challenges and future directions for: communities; policy makers; management; TAFE and other providers.

The ‘Enhancing the capability of VET professionals’ project collected and consolidated relevant research and best practice information on human resource development and management suitable for the Australian vocational education and training (VET) sector and the management of the future VET professional workforce from Australia and around the world. This report provides a summary of the findings of this project and makes suggestions for future strategic directions in workforce development and planning. In terms of workforce development, the following skill and capability requirements were identified by the project: ability to adapt to change and cope with uncertainty; client focus skills; management and leadership capabilities; coaching, mentoring and networking skills; information and communications technologies (ICT); and the ability to access, create and use knowledge to add value to their work. Suggested strategic directions for workforce development for the future include: continued provision of coordination and knowledge sharing function to enable sharing of good practice; increased investment in, and prioritisation of, workforce development initiatives; and measuring return on investment in development initiatives. In terms of professional practice, suggested strategic directions include: capturing good professional practice; reviewing relevance of university qualifications in teaching; and exploring standards for VET practitioners. The key findings of the data analysis indicate that: the work of VET professionals is broadening; VET professionals are mostly VET practitioners; VET professionals are no older than the workforce at large, although VET teachers in TAFE are on average much older than VET professionals taken as a whole; and most VET practitioners do not have qualifications in education and training. Key messages coming out of the literature review show that: the workforce trends and challenges of the VET workforce are the same as those experienced by other industries, but are played out in specific ways in VET; there are higher and different expectations of VET; the nature of work in VET is changing; there are significant gaps in data and research; and national involvement in, and funding of, professional development has been remarkably significant.
