Victoria's Education Act was last substantially reviewed in 1958. This discussion paper was designed to seek the opinions of members of the community, and with stakeholders in the education and training system, on how new legislation could most appropriately meet the educational needs of contemporary and future generations.

Section one discusses the needs and requirements of the community, and their expectation of the type of curriculum, skills and values which should be central to educational provision. Section two briefly evaluates the government's response to such expectations. Section three looks at the history of educational legislation, and outlines the way in which it has not kept pace with the changing requirements of the community. Section four outlines the broad policy principles which should inform educational reform in Victoria.
