Increased investment in lifelong learning is needed to meet the growing importance of lifelong learning and its recognised role in a country's development. This investigation of the Netherlands is loosely based on a previous investigation by the Organisation for Economic Co-operation and Development (OECD) which explored the investment in lifelong learning in various countries. This report looks at lifelong learning in the Netherlands in an economic, social and political context. It is a comprehensive study of lifelong learning across all sectors in the Netherlands and associated expenditure. Gaps in the system of lifelong learning are highlighted and it is noted that the extra expenditure needed to reach targets in lifelong learning will necessitate reduced costs. Some options for improvement are suggested. Chapters included in this report are: (1) Background to the study and country setting; (2) Estimating public costs of implementing lifelong learning; (3) Raising the return to lifelong learning; (4) Mobilising resources for lifelong learning; (5) Case studies of good practice; and (6) Conclusions.
