Reducing unemployment and developing the human resources needed to compete in global markets are the two most urgent challenges facing Egypt. In this book, enterprise-based training (EBT) is offered as a key tool for responding to these challenges. Chapter one summarises the rapid changes in the Egyptian economy during recent years and provides an overview of the country’s progress towards economic restructuring. Chapter two evaluates two forms of EBT that are increasingly being used, in terms of their development objectives and the characteristics of their target groups. Chapter three presents two case studies of EBT, one oriented towards self-employment and the other towards improved productivity and industrial competitiveness through high quality skills training. Chapter four contains practical advice on EBT policy formation and program design. In 1991, the World Bank published a major policy study on skills development, ‘Vocational and technical education and training: a World Bank policy paper’ (indexed in VOCED at TD/IRD 88.310). Ten years later, the Africa Region of the World Bank commissioned a series of studies about skill development in sub-Saharan Africa: to update information about the status of technical-vocational education and training in the region; to explore issues and recent developments; and to provide lessons and policy messages to guide skills development in the region. This review includes 14 thematic studies, a synthesis and a literature review.

This thematic study looks at current practices and emerging trends in enterprise-based training (EBT) in Africa. It is based on two reports that surveyed 13 enterprises in Kenya and Zambia in 2001. Key findings include: formal sector employment is decreasing as a result of restructuring; public sector training policy has little influence on individual enterprises; EBT is the most common form of skills training; and enterprise level training is increasingly competency-based with competency norms determined by the specific demands of individual enterprises.
