The impact of expanding the apprenticeship model has radically changed the landscape in Ireland with more devolved responsibility for industry, employers and training providers. The statutory guidelines published by [Quality and Qualifications Ireland] QQI for providers of statutory apprenticeship programmes provides guidance for the development, delivery and evaluation of apprenticeship programmes. The role of the consortium steering group and its evolution post validation provides challenges in the new model. Coordinating providers have significant responsibility for the ongoing governance, quality assurance and interactions with collaborating providers have become more complex. Increased collaboration between higher and further education providers is evident in sharing systems and teaching and learning models. State agencies/authorities are cooperating to expand apprenticeships in Ireland.

This paper investigates the effectiveness of the development and implementation of the Insurance Practice apprenticeship in Ireland, using the European Commission's Guiding Principles for High-Performance Apprenticeships and Work-based Learning and recent developments in apprenticeship in Ireland as the frameworks through which this case study is investigated. Using the Guiding Principles, in particular focusing on [the] first two principles in the National Governance and Social Partners' Involvement pillar of the principles, and demonstrating the central role that these play in the Irish apprenticeship system, the paper explores the development of the Insurance Practitioner Apprenticeship leading to BA (Honours) in Insurance Practice, recognising the roles of the social partners involved and their interaction.
