The purpose of the paper is to provide industry stakeholders with a summary of the key findings from the recent industry intelligence gathering activities overseen by the Electrotechnology Industry Reference Committee (IRC). The key findings will be used by the IRC in the development of the Electrotechnology IRC Skills Forecast and Proposed Schedule of Work for the UEE11 Electrotechnology Training Package.

The Electrotechnology industry includes the design, maintenance, installation and repair for all electrical and electronic equipment. The technology stretches across many sectors including mining, manufacturing, ICT and communications, construction, renewables, domestic and commercial refrigeration and air-conditioning. The electrical services industry (a subsector within Electrotechnology) involves electrical wiring or fittings in buildings and other construction projects, and repair and maintenance of existing electrical equipment and fixtures. The Electrotechnology industry is an $87.1 billion revenue industry employing almost 340,000 people. The skills forecasts identify the priority skill needs of industry and propose future training package activity. The Australian Industry and Skills Committee (AISC) has changed the annual requirements for industry skills forecasts to a three-year schedule with a brief annual update in the intervening years. This report updates the 2019 skills forecast [available in VOCEDplus at TD/TNC 137.292]. The skills forecast updates for 2020 will be submitted on behalf of the 11 Industry Reference Committees (IRCs) that Australian Industry Standards (AIS) supports to the AISC for approval, focusing only on proposed work for this year. IRCs consult broadly with stakeholders to ensure a whole-of-industry view about the opportunities and challenges for the workforce and the training package review work necessary to meet industry needs. The information is then used to develop the four-year IRC proposed schedule of work.

Proposed new work for 2020-21 includes: (1) the development three new Units of Competency and two new Skill Sets covering: Maintenance of air handling equipment for fire and smoke control systems; Installing, commissioning, servicing and maintaining variable refrigerant flow air conditioning systems; Constructing and commissioning of basic refrigeration systems; (2) the development of new Units of Competency and new Skill Set to meet requirements for Electricians who do electrical work on buildings which have integrated network/solar/battery systems; (3) the development of new Units of Competency and new Skill Set to meet requirements for Electricians who do electrical work associated with new hydrogen technology in battery storage and power distribution.

The gas supply, transmission, distribution and gaseous fuels industry is divided into four sectors: liquefied petroleum gas (LPG) bottling and storage, retailers that buy and sell gas, transmission operators that transport gas from production facilities to the entry point of the distribution network and distributors that operate the networks that carry gas to the end user. The industry is forecast to generate 3.62 billion dollars for the Australian economy through the 2016-17 financial year and employs more than 16,000 people with forecast employment growth at 4.7 per cent over the next five years, resulting in steady demand for a skilled workforce. Future workforce requirements include the need to upskill the existing workforce to keep up with the demands of changing technology entering the market. The gas supply, transmission, distribution and gaseous fuels industry will be referenced throughout the document as the gas supply industry.

The public safety industry employs more than 188,000 people full-time, 28,000 people in standby/reserve positions and approximately 257,000 volunteers. The industry has an estimated annual revenue of 50.6 billion dollars, adding 28.7 billion dollars to the Australian economy in 2015-16. Australia's public safety industry is diverse, and comprises police, fire, and rescue services, maritime rescue, emergency services and emergency management agencies, the Australian Defence Force, intelligence organisations and associated administrative and support functions.

The Corrections industry plays a significant role in providing a safe and secure environment for Australian society. The industry employs over 33,000 people across Australia covering prisons, juvenile and immigration detention, parole services, correctional administration, and management. The Corrections IRC has been assigned responsibility for the CSC Correctional Services Training Package. The CSC Correctional Services Training Package provides the only nationally recognised vocational education and training (VET) qualifications for occupations involved in justice services, correctional practices, administration and management. The key drivers for the 2019-20 proposed schedule of work include: specialisation in handling either detector dogs or general-purpose dogs; correctional practice management, particularly managing large groups of people with complex needs; communication skills to engage and assess prisoners needs and identify individual offender interests and strengths; cyber security; and the electronic monitoring of offenders.

The Rail industry provides valuable services to the Australian economy, providing mobility to millions of passengers, and vital freight services across the country. The industry has an estimated annual revenue of over $26.56 billion, employing over 60,000 people across private and public operators, passenger and freight operators, track owners and managers, manufacturers, infrastructure maintenance and suppliers. The Rail IRC has been assigned responsibility for the Rail-specific components of the TLI Transport and Logistics Training Package. The Rail-specific components of the TLI Transport and Logistics Training Package provide the only nationally recognised Vocational Education and Training (VET) qualifications for occupations involved in rail infrastructure, track protection, shunting, rail track vehicle driving, tram or light rail infrastructure, customer service, rail driving, rail track surfacing, signalling, electric passenger train guard, track protection, heritage locomotive assistant or steam locomotive fireman, train driving, safety investigation, network control, safety management, tram/light rail control and rail operations management. The key drivers for the 2019-20 proposed schedule of work include: the addition of autonomous and remotely operated trains onto a network where driver operated trains operate requires new skills for network controllers; network fault support - increasing demand and additional skill requirements for autonomous and remotely controlled rail vehicles; and the inclusion of rail specific vocational pathways within allied transport and logistics qualifications to encourage new entrants to the industry.

Correctional services implement the correctional sanctions determined by the courts and releasing authorities such as parole boards.
