Young men and women in the Middle East and North Africa (MENA) region are facing the highest youth unemployment levels in the world and express lower levels of trust in government than their parents. Since young people 15-29 years old exceed 30 per cent of the working-age population in most MENA countries, this report argues that governments urgently need to develop and implement strategies focused on fully engaging youth in the economy and society. Based on comparative data from seven MENA countries (Egypt, Jordan, Libya, Morocco, the Palestinian Authority, Tunisia and Yemen), the report presents good practices from OECD and MENA countries and policy recommendations to make youth a partner of government across the policy cycle.

This is the second part of a report on quality and quality assurance in technical and vocational education and training (TVET) for the Education and Training for Employment Project of the European Training Foundation (ETF). The first part of the report consisted of an overview of European policies towards quality and quality assurance in TVET. This second part is to complement the first one. It is about the policies towards quality and quality assurance for TVET in the MEDA-region but furthermore it is to examine common challenges and potential synergies for common activities between the MEDA-countries themselves and between the MEDA-region and the European Union.

Q4M [Qualifications for the Mediterranean] began in 2010 as the [European Training Foundation] ETF project 'The regional dimension of qualifications in the Euro-Mediterranean area'. Its approach to the qualifications field was innovative, and brought together project partners from seven countries: Morocco and Tunisia (Maghreb), Jordan and Egypt (Mashreq) and France, Spain and Italy (Europe). In November 2014, Algeria joined the project. The ETF led and facilitated the Q4M project from 2010 until the end of 2015. In late 2015 the ETF transferred the leadership of the project to the Q4M network. This publication gives an overview of the Q4M project during the time of ETF's leadership.
The overall objective of the project was to boost the quality of qualifications and qualifications systems and make them more responsive to labour market needs. Through closer regional cooperation in the field of qualifications, the participating partner countries sought to achieve transparency and mutual understanding of each other's qualifications and qualifications systems. This process was also intended to support the reform of national [vocational education and training] VET and qualifications systems in the region. Q4M took a sectoral approach, with a focus on tourism and construction. These two sectors were chosen because they are both characterised by high levels of geographical mobility and internationalisation. Furthermore, they are both facing recruitment difficulties, impacted by migratory flows.
Part one [of the report] describes the objectives, project partners, steering committee, phases and products, followed by some observations about the transfer from an ETF-led Q4M project to a sustainable Q4M regional network. Parts two and three contain the main methodologies that were developed. The publication has two appendices and a glossary. Appendix one contains the names of the members of the Q4M technical teams and the [EuroMed Strategic Committee] EMSC as well as the affiliated institutes. Appendix two provides links to Q4M documents.

The Southern and Eastern Mediterranean region (SEMED) comprises a large number of countries bordering the EU to the south and southeast. While they span a variety of social, cultural and economic backgrounds and climates, they share many youth employment challenges. This report assesses the situation of young people in relation to changing labour markets and social conditions from the SEMED regional perspective. The study builds on extensive desk research, interviews with key people, and surveys with young people.
The analysis aims at providing a more detailed understanding of the different categories of youth, of their outcomes and needs, as well as the impediments they encounter to entering the labour market and their transition paths in the region, in order to present evidence for more effective and reliable policies. Through a more in-depth focus on Egypt and Jordan, detailed information will also be provided on the different subgroups of young people not in education, employment or training (NEET) and the reasons for their exclusion. This vast group consists mainly of young people who are inactive - not looking for any job - or unemployed. However, as very often in this region those who have a job are in a precarious position, the report also looks at the situation of young people who are in employment, to assess their status and conditions, as well as their perception and use of skills.

This study on the contextualisation and adaptation of the competency-based training (CBT) approach in technical and vocational education and training (TVET) in seven African countries was conducted by a team of experts from UNESCO's International Institute for Educational Planning Africa Office (IIEP-UNESCO Dakar) and the Francophonie Institute for Education and Training (IFEF). The aim of the study is, firstly, to identify good practices and explore how these practices can be used in other contexts/countries to enhance the performance of the CBT approach in their TVET systems and, secondly, to identify the difficulties experienced during efforts to introduce and/or sustain the implementation of the CBT approach.
The first part of this report presents a general outline of the study, its objectives, the rationale underlying the selection of the countries, and the methodology for its implementation. The second part focuses more specifically on the implementation of the CBT approach in TVET by presenting the findings of the study, and taking stock of the status of implementation, the good practices observed, the constraints and obstacles encountered, as well as the tipping points identified while analysing the information collected. The third part of the report proposes recommendations, lines of action and accompanying measures adopted by the authors of the study based on their analyses and observations.

This chapter introduces the concept of decent work developed and applied by the International Labour Organization (ILO) in recent years and increasingly adopted by governments, by the United Nations system as a whole, by development organizations and other groups. It discusses the relevance of decent work as a goal and a framework for policy formulation and presents examples of its contribution to policy debates at national and international level. The presentation highlights the inter-relations between technical and vocational education and training, development priorities and decent work.

This report assesses a youth-focused skills training programme in rural and semi-rural Morocco. The intervention delivered financial, life and entrepreneurial skills training, aiming to assist young people with the challenges they face during their transition from school to work. Using a randomized controlled trial, the study explores the medium- to long-term impacts on a range of outcomes related to financial inclusion, employability and human capital accumulation.
Youth-focused development organizations throughout [Middle East and North Africa] MENA increasingly concentrate on providing skills development training to promote financial inclusion and the labour market integration of young people. Despite the proliferation of such training, evidence is still scarce on its effectiveness in addressing the wider challenges of economic inclusion among young people in MENA. As the first [randomized controlled trial] RCT in Morocco to examine a skills training programme, this impact evaluation therefore contributes to closing the knowledge gap on what works in youth employment in the region.

This paper studies the educational investment decisions of returning migrants while abroad in the context of their decisions about the choice of activity upon returning and the duration of migration. The theoretical model builds on Dustmann (1999), Dustmann and Kirchkamp (1992) and Mesnard (2004). Using data from the [Migration de retour au Maghreb (Return migration to the Maghreb)] MIREM database we explore whether the type of skills acquired by migrants while abroad is related to the activity chosen upon return and the duration of migration. The results suggest that the type of education plays a significant role in the migration decisions of those returning as wage earners or self-employed. In particular, there is a clear positive relationship between being self-employed and having previously invested in vocational education in the host country. There is also a strong positive relationship between investing in university education abroad and becoming a wage earner. As international migration facilitates skill transfers between developed and developing countries, the economic development of the latter will increasingly depend on migrants’ ability to access educational and vocational training in the developed world aside from university education. Returning migrants with vocational and professional training tend to be self-employed after returning home, and by so doing they contribute to reducing poverty in the host country.
