This chapter draws on research conducted between 2008 and 2010 that explored what happens when knowledge developed to regulate and manage training delivered in Australia is exported to another jurisdiction with a quite different regulatory framework. The focus of investigation was on the mechanisms, strategies, and tools deployed to enable Australian VET knowledge practices to respond to the needs of systems, training institutions, and individuals in these new contexts. This process of transfer and adaptation was explored through three case studies. On the basis of the empirical data analyzed in each model, a classification of transnational activities is proposed according to six dimensions of transfer activity – mechanism, drivers, key actors, purpose, context, and outcomes. The mechanisms used in each of the case studies are analyzed according to the theories of globalization of business, regulatory arrangements and knowledge management. The chapter concludes by positioning transnational vocational education and training (VET) in the context of global developments since 2010 including UNESCO's efforts to define the role of national and international standards in a global education and training environment and the work of WorldSkills International to define global skills standards.

In Kuwait, as in other rapidly-developing higher education systems, one major area of concern is ensuring the quality of education offered by private providers. This paper briefly reviews the history of the development of higher education in Kuwait since its inception in 1936. It considers various quality systems currently in place in other countries in the Gulf States in order to locate its own quality system within other local practices. It then provides a case study of how Kuwait has developed a system of quality management of the country’s private higher education sector. It is hoped that this will provide others who face this issue with a useful model of how to cope with this recent development worldwide.

The purpose of this research study is to determine the level of influence of parental education, social and financial status on their senior college students by encouraging them to pursue higher degrees. The sample of the study was 313 senior college students randomly selected from private and public universities in Kuwait to answer the questionnaire. Then followed by interviewing some of these 313 students for triangulation. The result of the findings shows that the impact of parents on college student's academic achievement should be mediated through college student's own self-perception and the environments in which students grew up. The findings show that there is a strong influence and positive motivations on the development of the students' own beliefs. Moreover, the study shows other factors such as the family socioeconomic background, the students' social influences, the students' academic achievement, in addition to the educational achievement of both parents which all have impact on students' decisions to pursue higher degrees.

Community Colleges and Global Counterparts have emerged over time as educational pathways for the traditionally disenfranchised often described as racial and ethnic groups, women, poor people and the undereducated. They are talked about for their role in preparing an educated citizenry for participation in their community generally and the society specifically, training the workforce for participation in a globally dependent society, and in many communities as the last opportunity for people to improve their lives for a better standard of living for themselves and their families. Yet, many of these institutions are unable to meet their full potential because of underfunding, perceived low status, and inadequate staffing and leadership. To maximize their potential nationally and internationally, educational leaders, policy makers, and governments must employ sustained and measurable changes in the areas mentioned above to ensure student access, success and relevance in program offerings, policy development, and enforcement. This chapter focuses on the challenges, opportunities, and recommended strategies to elevate Community College and Counterparts to help them maximize their greater potential in form and substance that makes a difference in the world's greatest asset, people.

This report summarises the publicly available data, from three main sources, on enrolments of international students within New Zealand education provider sectors from 2003 to 2009. Summary information is also stated on the numbers of approved student visas and permits during 2003 to 2009. This information is disaggregated by origin, according to the key markets of North Asia, South-East Asia, the Middle East, Europe and North America, and the developing markets of Latin America and South Asia. Further information is given on the estimated economic value-added to New Zealand from international education.
From a peak of 121,190 international fee-paying enrolments in 2003 there has been a 23 per cent decline to 93,505 enrolments in 2009. This decline initially mainly affected private training establishments and schools, and from 2005 a reduction in total enrolments within the public tertiary education sector was also recorded. In 2009 a near six per cent increase in international enrolments was recorded, reversing the trend since 2003. The main beneficiaries of this growth were private training establishments, particularly English language schools.

The formation of human capital (the knowledge, skills, and health that people accumulate over their lifetimes) is critical for the six Gulf Cooperation Council (GCC) countries (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates). Human capital contributes not only to human development and employment but also to the long-term sustainability of a diversified economic growth model that is knowledge based and private sector driven. The GCC countries face four main challenges: low levels of basic proficiency among schoolchildren; a mismatch between education and the labor market; a relatively high rate of adult mortality and morbidity; and a unique labor market, in which wages in the public sector are more generous than in the private sector and government employment of nationals is virtually guaranteed.
To address these challenges, this report outlines four strategies in a 'whole-of-government' approach: (1) investing in high-quality early childhood development; (2) preparing healthier, better educated, and skilled youth for the future; (3) enabling greater adult labor force participation; and (4) creating an enabling environment for human capital formation These strategies are based on best practices in other countries and feature some of the GCC countries'plans, including their national 'visions', to take their economies and societies further into the twenty-first century. With the [Coronavirus Disease 2019] COVID-19 pandemic, the GCC countries face additional challenges that may worsen some pre-existing vulnerabilities and erode human capital. In response, the GCC governments have taken multiple measures to protect their populations' health and their economies. Once the GCC countries return to a 'new normal', they will be in a position to achieve diversified and sustainable growth by adopting, and then tailoring, the strategies presented in this report.

The Global Employment Policy Review (GEPR) is a biennial publication initiated by the ILO's Employment Policy Department. The purpose of the GEPR is to further the ILO's contribution to global employment policy debates by giving greater visibility to ongoing policy-oriented research as well as to spur new policy-oriented research. The second edition of the Global Employment Policy Review (GEPR) focuses on the issue of employment-centred macroeconomic policies for recovery and structural transformation. Chapter 1, 'Employment-centred macroeconomic policies: a reality in recovery processes' by Sher Verick, Johannes Weiss and Dorothea Schmidt-Klau, examines policy trends and ongoing employment policy debates in the light of the recovery process, addressing the issue of whether macroeconomic policies have changed as a result of the [Coronavirus Disease 2019] COVID-19 crisis. Chapter 2, 'Gender-responsive macroeconomic policies: lessons learned from the COVID-19 crisis and beyond' by Valeria Esquivel, focuses on the macroeconomic policies put in place to respond to the crisis and support recovery, and investigates whether and how they became gender-responsive (or failed to do so).
Chapter 3, 'How NEET are developing and emerging economies? What do we know and what can be done about it?' by Niall O'Higgins, Anna Barford, Adam Coutts, Adam Elsheikhi, Luis Pinedo Caro and Kate Brockie, finds that the COVID-19 pandemic has had particularly severe and wide-ranging impacts on young people. In 2020, the [not in employment, education or training] NEET rate among young people increased globally to 24.9 per cent, its highest level since estimates began in 2005. Chapter 4, 'The gendered employment impacts of the COVID-19 trade collapse and recovery' by Xiao Jiang, David Kucera and Loritta Chan, uses input–output fixed multiplier analysis to estimate changes in the number of women's and men's jobs as a result of changes in exports to the United States and the European Union (EU) during the COVID-19 crisis for 44 regionally dispersed developing and emerging economies. Chapter 5, 'A pro-employment macroeconomic policy framework for Africa' by Gilad Isaacs, Ilan Strauss and Bernd Mueller, advances a pro-employment macroeconomic framework which locates macroeconomic policy within an overarching framework focused on structural transformation and employment generation.

This chapter contributes to an examination of workforce education and development (WFED) systems in various countries around the world, based on a common conceptual framework (indexed at TD/TNC 82.65). The framework combines the input (political and environmental factors, human and social capital, and economic status) with the process (the public and private education and training system) to produce the output in terms of the labour force. The chapter examines workforce development in the Arab Gulf states including Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates (UAE). As these countries are so diverse in many aspects, the focus is on UAE as an example of WFED systems that can be found, to some degree, in most of the Arab Gulf states. The author examines the inputs, or factors that influence workforce development, including government, natural environment, human capital, literacy, social capital, women in the labour force, social welfare, attitudes towards work, and economic status. The process, or elements of the WFED are then detailed. The chapter concludes that various factors have combined to create an imbalance between the education system and labour force requirements in the Gulf States. The rapid transformation from traditional to modern economies has created the need for a skilled labour force that is not available locally. The author suggests that the solution to employment of nationals will require combined national policies on economic and human resource development, sociocultural changes, and changes in the work culture to accommodate a diverse workforce of local and expatriate workers.

This article critically reviews the role of women's non-governmental organizations (NGOs) in Kuwait in supporting human and educational development. The spread of NGOs in any society is an indicator of the involvement of citizens in the events around them, whether in human resource development (HRD) or political advocacy. They act as a check and balance of the government, as they represent the public. This article will outline the historical development of women's NGOs in Kuwait and the challenges they faced in building commitment to gender equality. The discussion illustrates how they have lobbied government and become key stakeholders in national HRD planning. Women's organizations have been in the forefront of social change and equality agendas, garnering public support for civil rights and education provisions. In the absence of a united women's movement in Kuwait, the NGOs are a link for women to access state bureaucracy and make a significant contribution to human development and social change.

The [Coronavirus Disease 2019] COVID-19 pandemic adversely affected economies and disrupted labour markets across the world. Skills development is key to helping workers and firms recover and prepare for future challenges. Skills management and development are especially relevant for the State of Kuwait, which must contend with both the skills relevance of its national populations and those of foreign workers, who represent over 80 per cent of the workforce.
The report explores how the skills needs of Kuwait changed following the pandemic. Based on desk research and a survey of 240 firms across multiple sectors in Kuwait, carried out from October to December 2021, the report provides a forward-looking assessment of the reskilling and upskilling requirements of the country, focusing on how the skills mix of national and foreign workers is likely to change in response to evolving local conditions and global trends. The research aims to support Kuwaiti businesses, policymakers, and organizations representing workers and employers to better assess policy options, especially as they pertain to skills-based international recruitment.
