Since the Act of 23 April 2005 came into force, curricula in the compulsory stages of education have been drawn up on the basis of a 'common core of knowledge and competences'. Updated and extended by the 2013 Act, this common core is the French version of the European recommendations on transversal competences. In the course of the European Track-Vet project, a team from Cereq investigated the way in which these competences are specified and validated in the French vocational education and training system.

‘Training & employment’ is a quarterly English-language newsletter aimed at informing the international community about research and other activities undertaken by the Centre for Research on Education, Training and Employment (CEREQ) in France. The article featured in this issue examines changes to the laws related to the accreditation of past experience (VAE) which have been designed to increase the number and diversity of individuals seeking accreditation of prior work experience (VAP). The article suggests two main reasons why people apply for VAP, either to improve their existing qualifications for personal or professional development, or to confirm their level of competence through certification, and discusses issues related to the new VAE measures, such as the need for standardisation of accreditation procedures and the development of partnerships between accrediting bodies and local organisations. The urban disturbances which occurred two years ago in France attracted attention to the problems faced by some of the young people from immigrant families, i.e., those who were either born in France of immigrant parents or arrived in this country at a very early age. Access to employment is no doubt the most serious of these problems. Since the early 90s, several studies have shown that people’s origins, i.e., the country where their parents were born, are far from being a negligible factor on the labour market. This factor is also associated with characteristics which people do not easily speak about in France, such as the colour of a person’s skin. This rather delicate topic necessarily comes to the fore when it is proposed to analyze changing patterns of youth transition to work, since the problems encountered by young people from immigrant families tend to persist, even during periods when better opportunities become available.

The present homologation procedure, which developed as part of the move to make continuing vocational training officially recognized at State level in France, is actually very similar to the initial vocational education and training system in many respects. For the first ten years after the new system was launched, the Technical Commission responsible for its implementation was largely inspired by the logic of educational diplomas, despite the fact that the new qualifications were designed for adults. The emphasis was subsequently placed on criteria based on the logic of employment, and yet at the same time, the qualifications available were still being adapted to make them resemble the State educational system’s diplomas more closely. Throughout the history of this homologation process, the nomenclature of vocational training levels has consistently played an essential role.

When devising its Education and Training 2020 strategy, the European Union extended its targets for the international mobility of young people in education and training to those in secondary vocational education. This extension of the targets was accompanied in 2011 by the introduction of two evaluation criteria for the Education and Training 2020 strategy that specify the goals to be achieved with regard to young people's international mobility. A European indicator, constructed in part using data from Cereq's Generation survey, shows that France is fairly well positioned when it comes to the time the country's students spend abroad in the course of their studies, even though the 2020 target has not yet been achieved. On the other hand, very few of the young people in vocational secondary education or apprenticeships go abroad as part of their education or training. However, these indicators do not reflect the full diversity of the experiences abroad acquired in the course of their studies by the young people who left the education system in a given year.

Employment instability and economic uncertainty have increased in many industrialized countries in the last two decades, giving rise to perceived employment insecurity among workers. It has been shown that perceived job insecurity (PJI) significantly modifies economic behaviours such as saving, consumption and entry to further education, reduces job performance and generates adverse health and well-being effects. For these reasons, a better understanding of its determinants and multidimensional nature is crucial. However, few studies have specifically addressed the antecedents and evolution of subjective job insecurity in the early years of the working life. Nevertheless, the uncertainty associated with this particular stage of working life is conducive to the emergence of such feelings. The authors examine this issue in the case of France.

The point at which a young person drops out of education is generally the moment when longstanding disaffection suddenly emerges into the full light of day. While it is always difficult to put an end to early school leaving, might not action to reduce exposure to the risk of dropping out have some effect? Such action on a young person’s environment should be taken in conjunction with the individual monitoring that is often recommended.

People must master reading, writing and arithmetic (the three ‘Rs’, as they are known) before they can join the working world and make careers for themselves. Although the main players at firms are perfectly aware of this need, very few attempts have been made so far to give people an opportunity of re-learning these basic skills, probably because of the many problems involved. How can one ensure that trainees will emerge unscathed from what is liable to be a highly destabilising experience, where their very identity is put to the question? What can be done so that their fears and their feelings of guilt and shame are overcome by their desire to learn? The results of a pilot study carried out on these lines have made it possible to shed useful light on these questions from the point of view of both the firms and the people involved, since they show that these efforts will not be made in vain.

A first for [Centre for Research on Education, Training and Employment’s] Cereq’s ‘Generation’ survey: at the end of 2008, results showed that the unemployment rate for young women had fallen below that for their male counterparts. Higher shares of young men have no qualifications and consequently are suffering more than women from the decline in the number of unskilled jobs. Nevertheless, women still tend to be employed in less stable, lower-paid jobs.

‘Training & employment’ is a quarterly English-language newsletter aimed at informing the international community about research and other activities undertaken by the Centre for Research on Education, Training and Employment (CEREQ) in France. The article featured in this issue forecasts labour shortages with the ageing of the labour force, and indicates the need for France’s education and training system to adapt to the needs of business. It is suggested that negative employee and employer reputations, as well as geographic access to the workplace, impact on the suitable supply of human resources. The impact of temporary contracts, wages and representations of work on recruitment are also discussed. Recognition of the disparities between labour supply and demand will contribute to overcoming the recruitment challenges expected in years to come. Show less
