In France, one quarter of young people who left initial education in 2004 with at best lower-secondary qualifications obtained a further qualification during the first seven years of their working lives. Young women seem to derive considerable benefit from this, with increased access to more highly skilled and better paid jobs. However, things are very different for young men, who tend to go into less regulated occupations than young women.

Over the last two decades across Europe, young women's position in the labour market has improved. Better qualified and with participation rates on the increase, they have also begun to narrow the pay gap and to gain access to occupations and sectors that used to be largely male preserves. In France, however, this convergence between men and women has been driven in part by a deterioration in men's situation. And despite everything, inequalities persist, particularly in access to cadre status, i.e. to managerial, executive and professional positions.

‘Training & employment’ is a quarterly English-language newsletter aimed at informing the international community about research and other activities undertaken by the Centre for Research on Education, Training and Employment (CEREQ) in France. The article featured in this issue discusses continuing education and training for the 55 to 64 year-old age group. The European Council aims to see half of this age group in Europe employed by 2010, which issues a challenge for France in which, according to a 2001 study, only 32% of French men and 25% of French women in this age group are still in employment. Education and training initiatives have the potential to boost employment levels for this age group, however access to training currently decreases with age. The discussion indicates that a new approach to lifelong learning is required in order for training opportunities and associated benefits to be realised. Show less

‘Training & employment’ is a quarterly English-language newsletter aimed at informing the international community about research and other activities undertaken by the Centre for Research on Education, Training and Employment (CEREQ) in France. The article in this issue compares the employment and career advancement possibilities in hotel and catering jobs in France and the US. France and the US have been exchanging expertise in this industry since the 1970s with France exporting its cooking expertise and the US establishing large hotel and catering chains in France and introducing new management methods and approaches to servicing large numbers of guests. Although the industry in France is still dominated mainly by self-run enterprises, the growth in American outlets in France will likely lead to an increase in the share of supervisory, management and marketing functions. In addition, French advances in the constitution of different occupations and hotel management training may also enhance employment prospects for the industry. The article takes a prospective look at employment possibilities, the characteristics of the French hotel and catering industry workforce, and the two training systems (French and American) for a single employment structure. A comparative analysis of 7 European National Qualification Frameworks (NQFs) reveals different patterns of inclusion of non-formal sector qualifications awarded outside the traditional educational context. NQFs referenced to the European Qualification Framework (EQF) are potentially important policy instruments for promoting labour mobility and lifelong learning at the national as well as the European level. However, in order to gain visibility in the stakeholders' community, NQFs have to be open to the various types of qualifications awarded in different educational and training sectors. Being open is not enough: the system should be designed in such a way as to provide incentives for submitting qualifications by awarding bodies and at the same time should protect its internal consistency against too much proliferation. However, where the framework is still in its implementation phase, it would be wise to introduce measures to incentivise the registration of qualifications.

The quality of guidance services has become a crucial public policy-making issue in OECD member-countries. In order to improve this quality, some countries are setting up competence standards, introducing market mechanisms or specific managerial procedures. The highly segmented French system makes it difficult to improve the quality and user-friendliness of services rendered to citizens. Various national and regional initiatives have been launched, based on coherent lifelong vocational guidance policies. However, some debate has been focusing on the questions which arise: is it preferable to develop all-inclusive, cross-sectional quality standards or specialized ones targeting specific groups? Should the system be decentralized for the sake of greater proximity? And what methods of assessment should be adopted?

Two different managerial approaches can induce firms to provide their staff with vocational training. In the first case, competences are an integral part of the firm’s overall strategy and their management is carefully planned in advance. The second approach is a more adaptive one: in this case, vocational training corresponds to a specific response to the changes undergone by the firm. Although vocational training does not seem to be usually part of companies’ formal strategic repertoires, this does not mean that firms are set in their ways, since they adapt the competences of their employees to ongoing structural changes. The advent of novel processes and products and the introduction of quality assurance procedures favour recourse to continuing vocational training.

Enhancing access to and the use and quality of ICTs is one of the 11 thematic objectives of the European Union's cohesion policy for the period 2014-2020. In France, more than eight out of every ten employees use information and communication technologies (ICTs) in their work, but to varying extents and with very different user profiles. The heaviest users of ICTs are more likely to access organised training and also benefit from the stimulating effect of ICTs on informal learning. Thus pinpointing the influence of ICTs on the various modes of learning at work is one of the possible ways of preparing for the digital transition.

In September 2003, the social partners signed an interprofessional agreement known as the ANI, which served as the basis of the French Law of May 2004 on lifelong learning and social dialogue. This legislation has completely changed the occupational training landscape in France, especially as far as alternance training is concerned. In particular, it has instituted a ‘professionalising contract’, which has considerably changed the respective roles of firms and training organisations in the transition to work of young people and the reintegration of the unemployed. New paths have thus been forged towards possibly creating a new balance between learning and working. The occupational branches seem to be having some hesitation in taking these paths, however.

Trades in the French construction sector seem to be heading towards a period of stability, if only because buildings are made to last for a long time and therefore require the use of methods which have proved their worth over the years and that of traditional renovation techniques. These trades have been changing increasingly fast, however, due to the industrialisation of the sector and the development of novel building materials and increasingly sophisticated technical equipment. Construction professionals’ sense of identity therefore sometimes seem to be torn between tradition and modernity. In order to avoid following trends which might lead to either the disappearance of valuable inherited knowhow or the inability to make use of the latest materials and technological developments, professionals therefore have to start looking ahead at what is to become of this sector’s trades. Because of the objectives now being assigned to the construction industry in terms of environmental control, it has become increasingly crucial to address this question.
