The National Adult Learning Survey (NALS) involved 5 653 interviews undertaken with a representative sample of adults aged 16-69 in England and Wales in 1997. It collected information from respondents about taught learning and self-directed learning over the previous three years or since leaving continuous full-time education, whichever was the most recent. This report details the findings of the survey, including a profile of the respondents, analysis of key characteristics used in predicting participation in learning, information about the taught and non-taught learning, and a comparison of the attitudes of the learners and non-learners. A technical report on the methodology and development of the survey instruments, and the questionnaires used in the survey, are given in the appendices.

This volume contains two reports: ‘Recognition by universities of education and training offered by industry and private providers’, by John Topley and Graham Clinch; and, ‘Learning from experience counts: recognition of prior learning in Australian universities’, by Ruth Cohen et al. Both reports were produced for the AVCC Working Party on Credit Transfer and Recognition of Prior Learning. The Working Party wished to establish the extent to which Australian universities recognise, for credit purposes, certain forms of credentialled learning (acquired through courses offered by providers such as professional bodies, private providers and enterprises) and also uncredentialled learning (acquired through practical experience, for example on-the-job, or through life experience). This monograph presents the educational experiences of eighty Pacific Islands learners involved in Training Opportunities Programme (TOPS) courses. Their stories provide insights into the views, aspirations and expectations of learners. Educational success for Pacific Islands learners can only be assured if the cultural assets learners bring to the learning environment are not negated by the goals and practices of educational institutions. Culture provides the basis for conceptualisation as well as the context for learning. This study shows that Pacific Islands learners have a diverse range of learning needs and experiences. It shows that there are two distinct groups of Pacific Islands learners: the young New Zealand-born and -educated Pacific Islands learners and the older migrant Pacific Islands learners. The older learners prefer more passive learning experiences and the younger learners prefer more involved experiences. The findings of the study highlight that both groups struggle with traditional Pacific Islands cultural expectations of behaviour and the expectations of teachers in the classroom. As one of the fastest growing populations in New Zealand, the group of Pacific Islands people are keen to retain their cultural identity within a New Zealand context. This study emphasises that this will involve a balancing act between keeping older traditions and skills alive and developing new traditions and new learning skills. Show less

This report presents selected data on adults' participation in work-related educational activities in the United States over a 12-month period from 2002-03. These data are from the Adult Education for Work-Related Reasons [AEWR] Survey of the 2003 National Household Education Surveys [NHES] Program. Interviews were conducted with a nationally representative sample of the civilian, non-institutionalized population age 16 or older who were not enrolled in grade 12 or below. For the AEWR-NHES:2003 survey, work-related adult education was defined as both formal and informal learning activities that were done for reasons related to work. Findings indicate that during the 12-month period between early 2002 and early 2003, 40 per cent of adults in the United States took part in one or more formal adult educational activities for work-related reasons. Also, 58 per cent of adults who participated in adult educational activities for work-related reasons participated in informal learning activities for work-related reasons.

The Scottish Credit and Qualifications Framework (SCQF) has been established as a national unified framework through which learning of all types can be recognised and the relationships between qualifications clarified. It is a comprehensive framework which includes higher education, academic and vocational qualifications, and aims to include informal learning. This research is a small scale qualitative study looking at the initial impact of the SCQF. The SCQF is currently at a developmental stage, and it is felt that such an evaluation will assist in providing shape and coherence to the future development and use of the framework. The Scottish Executive has commissioned the Centre for Research and Lifelong Learning (Glasgow Caledonian University, University of Stirling), and Edinburgh University to carry out this evaluation.

This study provides comparative estimates of participation in adult education and training courses and programmes, duration of studies, engagement in informal learning and sources of direct financial support, based on results of the 2003 International Adult Literacy and Skills Survey (IALSS), the Canadian component of the Adult Literacy and Life Skills study. It also examines levels of inequality in adult learning and reasons for participating in adult education and training, including the role of labour force status and job and workplace characteristics. Finally, it presents a review of the relationship between actual skill use and participation in both organized and informal forms of adult learning. Comparisons are made between Canadian provinces and territories and three selected countries, namely Norway, Switzerland and the United States.

The National Adult Learner Survey (NALS) is a series used by [Department for Business, Innovation and Skills] BIS and its predecessor departments to look at a variety of aspects of adult participation in learning beyond compulsory continuous education. The 2010 survey is the fifth such survey with previous releases in 1997, 2001, 2002 and 2005. Fieldwork took place between January and August 2010, with a short break in the run up to the General Election. A total of 4,647 interviews with 16-24 year olds not in continuous full-time education and those aged 25 and over were conducted with a response rate of 57 per cent. The 2010 survey covered England only; this differed from previous surveys which also included Wales and Scotland. Participation in learning was subdivided into three main categories: (1) formal learning designed to lead to a nationally recognised qualification; (2) non-formal learning, being a taught class but not leading to a qualification; and (3) informal learning involving self-study to improve knowledge of a subject. The key predictors of participation in learning are unchanged; they are prior engagement in learning and educational attainment. Learners are more likely than non-learners to appreciate the wider benefits of learning, meaning that they are more willing to move beyond formal learning to include non-formal and informal learning. They are also more willing to contribute towards the cost of learning which is key given finite public resources and the need to rebalance the financial contribution borne by the individual, the employer and the state. It is also important to note that those in learning are undertaking more than recorded in 2005. Clearly then the challenge is to promote the value and wider benefits of learning to those with low prior qualifications, widening awareness of learning opportunities and addressing the finding that those with low or no qualification often lacked the confidence to learn. Accessible and effective [information, advice and guidance] IAG would appear to be one possible solution that would address several of these barriers to wider participation. Another would be to ensure that more people leave compulsory education with at least Level 2 qualifications, which, among a vast array of other benefits, is the threshold above which participation in further learning is highest.

You may be enjoying learning, but how do you convince others that learning can be both useful and fun? How can the UK attract more people into education and training? What can we learn from the experience of other countries? An international research seminar held in the UK in June 2001, ‘Attracting new learners’, brought together researchers and policy-makers to address these questions. This publication presents the key messages. Introductory chapters look at what triggers participation in post-16 learning in the UK, and compare the UK’s performance with that of other countries. Three important sources of new demand, or ‘triggers’ for learning are then considered: society and community, learning programs and qualifications, and the workplace. Seven case studies follow, based on research and practice in several countries. They are: The role of learning in the economic development of Latin American women / Celita Eccher; Overcoming employees’ reluctance to take part in vocational education and training / Wolfgang Hendrich; Collaboration in Australian vocational education and training / Sue Kilpatrick; The campaign for learning in the UK / Bill Lucas; Informal learning in the UK / Veronica McGivney; German cultural institutions as gateways to learning / Achim Puhl; The experience of a UK trade union in reaching non-traditional learners / Tony Chandler. Following the publication of ‘A memorandum of lifelong learning’ (indexed at TD/IRD 88.400) in October 2000, the European Commission invited Member States to launch a consultation process to collect together all views on how best to make progress in implementing lifelong learning. Feedback from the Europe-wide consultation was then used to develop the analysis and proposals in the Communication on ‘Making a European area of lifelong learning a reality’ (indexed at TD/IRD 88.264). National reports were submitted by each Member State as well as by candidate countries and Iceland and Norway. This document is the national report from Germany.
