This chapter examines the earnings function known as over-, required and undereducation (ORU) specified in 1981 by Duncan and Hoffman. Statistical testing shows that results analysed according to the ORU formula are superior to analyses by the Mincer (relating years of schooling to earnings) and 'job competition' (relating only required education for a job to earnings) specifications. Tables demonstrating the change in over-, required and undereducation for specified groups in several countries over designated periods of time are shown. In summary, Hartog notes that after the initial entry into the workforce, a selection process occurs whereby the more capable workers are promoted to positions for which they are then undereducated. He argues that rate of return studies should be structured so that wage function is investigated in relation to both supply and demand of the labour market, and in relation to seeking a better match between jobs and workers.

While the benefits of strong literacy skills are well established, there is growing concern that Canadians' literacy skills, including those of students attending postsecondary institutions in Ontario, are not meeting expectations. The timing is especially problematic given that strong literacy skills are critical to students as they graduate into a highly competitive and increasingly globalized labour market. A review of literacy data from Statistics Canada and the Organisation for Economic Co-operation and Development (OECD), including results from the International Adult Literacy Survey (IALS), the Adult Literacy and Life Skills Survey (ALL) and the Programme for the International Assessment of Adult Competencies (PIAAC), point to some troubling trends in literacy achievement and a lack of consistency in expectations for high school students who go on to postsecondary education. The pressing question for Ontario is whether students entering postsecondary education have the literacy skills required to succeed. The report closes with two recommendations to address the literacy skills of students both entering and leaving Ontario's postsecondary institutions.

The purpose of this report is to provide information on trends over the years 1995 to 1998 in the realm of contracts of training in vocational education and training in the trade industries (electrical, building and construction, automotive manufacturing/retailing, manufacturing, hospitality, and retailing) in Australia. Preliminary indicative data are also provided for 1999. The report focuses on providing more detailed information on such factors as trends in numbers in training, and commencements and completions, in the context of relevant economic and labour market information for each of the specified trade industry areas.

This report outlines the findings of a consultancy undertaken by the National Centre for Vocational Education Research (NCVER) to inform the New Apprenticeships incentives review being conducted by the Department of Education, Science and Training (DEST). The consultancy comprised five phases: (1) Statistical overview. A statistical overview of New Apprenticeships detailing: apprentice and trainee characteristics (e.g. age, gender, part-time/full-time, indigenous, disabled, rural and remote etc.); employer characteristics (e.g. size, industry and occupations); nature of training undertaken (e.g. field of study, qualification levels, hours); providers of training; growth in numbers of apprentices and trainees (e.g. commencements); and number of completions and non-completions (e.g. withdrawals/cancellations), as at June 1998 and June 2001; (2) Trend analysis. A trend analysis of New Apprenticeship data (commencements, recommencements, completions, withdrawals/cancellations) on a full-time and part-time split and on an industry by occupation basis since 1994. the analysis outlines the effect of policy changes on commencements and completions and identifies differences in apprenticeship commencements and completions in the areas of the traditional trades youth, females, indigenous Australians, disabled, and rural and remote New Apprentices as well as the duration of New Apprenticeships by AQF level for trades and non-trades; (3) Commencement projections. A range of commencement projections are provided under a range of assumptions; (4) Simulation model of completions. A simulation model of completions was developed from a forecasting model that has been developed by NCVER to forecast completions. The forecast model projects expected completions based on past and present commencements. The model takes account of differences in contract duration, occupation, qualification level, full-time/part-time status; and (5) Policy simulations. A range of proposed policy changes are simulated to assess the likely impact on new apprentice completions. The simulations are carried out under the assumption that the current patterns of contract duration, full-time/part-time status and qualification level by major occupational grouping continue into the future.

Job loss during the Great Recession is upending retirement savings plans for many older workers. Fewer than a quarter of workers age 50 and older who lost their jobs between mid-2008 and the end of 2009 found work within 12 months, much lower than the reemployment rate for younger workers. Older displaced workers who find jobs must often accept deep pay cuts. These challenges highlight the need for more training and employment services for those 50 and older.

We employ sequence analysis techniques to evaluate the myriad of different pathways individuals take through the education system into the labour market. Using data from the Longitudinal Study of Young People in England (LSYPE), matched to administrative records from the National Pupil Database (NPD), we compare the trajectories of individuals through compulsory and post-compulsory education and examine their early labour market outcomes, measured at age 25. We employ cluster analysis to identify groups of individuals who experience more similar education-employment transitions and examine the characteristics that could potentially be used to target those who are more at risk of poorer education and early labour market outcomes. As well as [General Certificate of Secondary Education] GCSE performance at age 16, particularly in Maths and English, we find that parental advice and aspirations, and attitudes towards HE formed by age 14, are all important in predicting individuals' pathways through post-compulsory education and into work.

The purpose of this report is to present updated and additional results from the US [Program for the International Assessment of Adult Competencies] PIAAC household data collection, based on data collected in 2012 and 2014. PIAAC is an international large-scale study of adult skills and life experience focusing on education and employment that was developed and organized by the Organization for Economic Cooperation and Development (OECD). PIAAC was first conducted in 2011-2012 in the US and 23 other countries. In the US, PIAAC was administered to a nationally representative sample of 5,000 adults between the ages of 16 and 65. Similar nationally representative samples of adults were surveyed in each of the 23 other participating countries.
In 2013-14, [National Center for Education Statistics] NCES conducted a second round of data collection in the US to enhance the US PIAAC dataset. Specifically, the second round of data collection added: (a) 3,600 adults from three key subgroups of policy interest; and (b) 1,200 incarcerated adults in federal and state prisons. The three key subgroups of adults 'living in households' that were oversampled were: unemployed adults, young adults (ages 16-34), and older adults (ages 66-74). The expanded national household sample (8,600 adults, combining the first and second rounds) supports more accurate and reliable national estimates of unemployed and young adults and makes possible analyses of older adults.
