This paper identifies factors in the historical development of education and training in England that bear upon current debates and policies with regard to the 14-19 'phase'. These include the relatively late development of state education in this country and the historically local and devolved nature of decision-making in education and training. The neglect of working-class adolescents and the variable ability and willingness of employers to take responsibility for the training of their workers are also discussed. In the final section ways in which these relate to the current policies are explicated; in particular, the need for clarity in the use of 'vocational', and the resource implications of the increased provision of vocational education.
