This report represents the findings and analysis of the RPL Implications for Women Project, in women's skill recognition and access to training. This is a national project undertaken as part of the National Plan of Action for Women in TAFE (NPAWT). The implications for women of the RPL model of assessment were examined and a national approach to RPL implementation for women has been recommended. This project also incorporated an examination of equity issues pertinent to women's participation in training and skill recognition. The results of the project indicate that it is essential to use the RPL assessment model to provide a recognition of women's skills and knowledge and to facilitate access to training nationally, in accordance with the principles of the Vocational Education, Employment and Training Advisory Committee (VEETAC) Working Party on Recognition. This background paper argues that women are under-represented in the Australian manufacturing industry, making up just 27 per cent of the manufacturing workforce as of February 2015. Not only are women not employed in traditional manufacturing roles, they are also not employed in the higher paid, higher skilled occupations that are needed in a modern Australian manufacturing industry. The majority of female employees are employed as clerical and administrative workers (27 per cent) or labourers (20 per cent). The paper notes that Manufacturing Skills Australia (MSA) considers women to be an under-utilised resource in the manufacturing industry. It begins with a snapshot of women in the manufacturing industry and then reviews Australian statistics on employment of women by industry, barriers to employment of women in manufacturing, Australian and international research, and government policies and funding programs, and industry programs aimed at encouraging women to enter non-traditional occupations.
The paper concludes that the successful attraction and retention of women into the manufacturing industry and also into the engineering trades is vital for the sustainability of Australian manufacturing and the future of engineering. However, the majority of initiatives in Australia continue to focus on the construction and resources industries. It is argued that there continues to be a real lack of research around women working in the manufacturing industry in Australia and in particular the 'traditional trades' within manufacturing. Areas where research continues to be needed are recommended.

This report describes a research project which examined the implementation of vocational education and training reform and the impact these reforms have had in relation to women's ability to effectively access and participate in non-traditional training opportunities. Observation began through case studies of women employed in entry-level training positions in the electronic and automotive industry Australian Vocational Training System (AVTS) pilot programs. These were selected due to their identification as future growth industries, and also due to their very low female participation rates. Information was gathered through: a literature review; participant surveys; and structured interviews with participating female apprentices, trainers and organisers of the training program, employers and relevant funding organisations. Detailed descriptions of each of the two case study sites are given, along with the findings obtained from each. Other sections of the report consider the pilot project outcomes and suggest strategies for a new system. Findings from the research indicate that the implementation of the AVTS can facilitate women's employment and training - if access and equity considerations are viewed by industry as being central to the new system.

It reviews the extent to which the objectives of the Sex Discrimination Act of 1984 have been met, and makes recommendations to further equality for women. The areas of paid and unpaid work, employment opportunity, income security, leisure and sport, recognition, education and training, women with particular needs (e.g. Aboriginal women, women with disabilities), and legislation are discussed. The National Plan of Action for Women in TAFE (NPAWT) was the first national approach to improving access, participation and outcomes for women in technical and further education. The aim of the National Plan was to draw together Commonwealth, state and territory policies into a consistent statement of nationally agreed goals 'to provide a long term, comprehensive approach to improving women's participation in TAFE'. The aims of this evaluation, specifically, were to: assess the effectiveness of NPAWT over its three-year implementation, induding progress towards meeting national objectives and performance indicators; identify policies and strategies which facilitate successful access, participation and outcomes by women in TAFE; assess outcomes of national projects towards meeting the National Plan targets; advise on the relevance of the national projects and national targets to the broader vocational education and training (VET) sector and indicate priority areas for action; and recommend on a strategic approach to improve outcomes for women in TAFE and the broader VET sector and indicate priority areas for action. 'Half way to equal', the report of the inquiry into equal opportunity and equal status for women in Australia by the House of Representatives Standing Committee on Legal and Constitutional Affairs (indexed at TD/ERD 87.15), examined the progress made in advancing equal opportunity and equal status for women in Australia as detailed in the National Agenda for Women. It reviewed the extent to which the objectives of the Sex Discrimination Act of 1984 have been met, and made recommendations to further equality for women. The areas of paid and unpaid work, employment opportunity, income security, leisure and sport, recognition, education and training, women with particular needs (e.g. Aboriginal women, women with disabilities), and legislation were discussed. This response from the Commonwealth Government consists of responses to the recommendations made in the report. Overall, 75 recommendations were supported, 40 supported in principle, three supported in part, 12 are still under examination, and six are not supported. The thrust of the report and the vast majority of its recommendations have the Government's support. Show less
