The National Educational Research Policy and Priorities Board (NERPPB) has been commissioned by the United States Congress to advise the government on national education research and development. Since 1994, the Board has reviewed educational research and development, much of it undertaken with the support of the Office of Educational Research and Improvement (OERI) of the U.S. Department of Education. The Board has revealed weaknesses in the present research and development in education system in terms of its funding, structure, organisation, approaches, goals and objectives. This document draws on the Board's investigative work of the past four years and is the first comprehensive statement on research in education. It makes recommendations for legislative and administrative reforms which are designed to improve the research, development, and dissemination of research activities sponsored by the government. In 1994 the United States Congress commissioned the Office of Educational Research and Improvement (OERI) and the National Educational Research Policy and Priorities Board (NERPPB) to develop a biennial plan detailing a national research and development agenda for education. This first biennial report documents seven national priorities for research in education developed by the Assistant Secretary of OERI and the Board: improving learning and development in early childhood; improving curriculum, instruction, assessment and student learning; ensuring effective teaching; strengthening schools; supporting schools to effectively prepare diverse populations; promoting learning in informal and formal settings; and, understanding the changing requirements for adult competence. The report is intended as a basis for federal investment in education research and for further discussion about the priorities and the roles of interested groups and individuals. Chapter 1 discusses the educational needs for the 21st century and suggests an educational research approach designed to meet these needs. Chapter 2 illustrates how this research approach can be applied to each national education research priority. Chapter 3 proposes ways in which various groups and individuals, including teachers and parents, can contribute to, and benefit from, the national education research agenda. Show less
