Job Corps is a major part of US federal government initiatives to provide education and job training for disadvantaged youths aged 16-24 years. The National Job Corps Study is being conducted under contract with the US Department of Labor (DOL) to measure the effects of Job Corps participation on students’ post-program earnings and related outcomes. This report is one of a series of reports presenting findings from the study. It examines whether program impacts differ for participants who achieve different key program milestones. The specific milestones examined were the completion of a vocational training program and attainment of a General Educational Development (GED) or high school diploma while enrolled in Job Corps. The two research objectives were: (1) to investigate how applicants’ personal characteristics and program operational features/practices affected key programmatic experiences or accomplishments; and (2) to determine whether program effects differ for students who achieve different program milestones and specifically whether effects vary by vocational program completion status and GED attainment status. Non-experimental statistical methods were applied to estimate the impacts on quarterly earnings during the 48-month period after application.
