This article describes a study into the usefulness of the distinction between meta-negotiation and substantive negotiation. The study, based on the Cervero and Wilson theory of program planning as the negotiation of interests, involved a case study of a continuing education course that was developed and implemented by a government health agency in the US. The purpose of the research was to demonstrate how, over a number of years, meta-negotiations about ‘power relations and frame factors’ and substantive negotiations about the content and intended audience of the program, shaped the redesign and implementation of the course.
