The author begins by describing the general economic situation in Burkina Faso and the current state of education. The country is classed among the least-developed countries on account of its low income per head of population. This has great significance for education, particularly 'permanent' or continuing education. The author explains the difficulties and differences in the use of such terms, the importance of basic education, formal and non-formal education, the hiatus between primary and secondary education and an imbalance between general secondary and technical secondary education. Formal vocational education is carried out in schools and training centres but is not well-developed, whereas most training is informal and on-the job. Higher education is new - since 1968 - essentially public and its purpose is to ensure the education of elite senior executives to develop ideas and a sense of purpose for the country. The author asserts that 'permanent education' expresses a genuine and historic need and is unavoidable to counteract the under-enrolment of the population, high illiteracy, inadequate early formal education, the needs of the labour market, the demands of modern society and the world-wide information revolution.
