OECD’s Education Committee, together with its Employment, Labour and Social Affairs Committee, endorsed a new activity on policies for information, guidance and counselling services in 2000. The main aim of the activity is to understand how the organisation, management and delivery of these services can help to promote key policy activities such as lifelong learning for all and active labour market policies. Fourteen OECD countries were involved in this activity: Australia; Austria; Canada; the Czech Republic; Denmark; Finland; Germany; Ireland; Korea; Luxembourg; the Netherlands; Norway; Spain; and the United Kingdom. Information about these countries was gathered using a national questionnaire, country visits, commissioned papers and meetings of national experts and policy makers.

This paper, jointly commissioned by the OECD and the European Commission, examines the experiences of local level cooperation and partnerships that respond to some of the following challenges: separate services for youth and adults which do not reinforce lifelong access to learning, skill and career development; the complexity of qualifications and assuring quality service because guidance and career development is both specialised and, at the same time, part of many social services whose focus is not exclusively guidance; the economic and social implications of access to ongoing learning opportunities being offered by employers who already have a highly skilled workforce; more resources being offered to developing career information systems and self-service delivery systems and fewer resources to career counselling and guidance services; more focus on at-risk youth than the school to work bound population with the risk that they may fall through service cracks once outside the service system; and the generally spotty services provided for adults. The contents are: Introduction; Rationale for the integration of career information and guidance services at the local level; The importance of national leadership to the development of an integrated local level service; Looking at what works - some examples of integrated career information and guidance services; Roles of various players in integrated local level services; Some issues to be addressed; A few brief conclusions.

The overall objective of the research was to develop and test a performance measurement tool that captured both elements of services already being captured as well as elements of services identified by front line practitioners and research studies as having impact on employability outcomes but not usually captured and reported.The study has demonstrated the potential of a tool to provide answers to the question: with whom, in what context, with what types of services do we achieve what results? There are revisions, improvements, refinements and additional experimentation needed in order to be able to do the analysis necessary to respond satisfactorily to this question but this study has demonstrated significant progress.

In this chapter, three international consultants in the area of career development and employment counselling look back at their involvement in international cooperation projects in Jordan, and share their experiences and perspectives on the situation in the country. They consider the strengths and limitations of Jordanian efforts in promoting the field of career guidance, the impact of external aid projects, and the challenge of developing a lifelong guidance system that is truly compatible with the realities of the Jordanian culture and economy. Prospects for the future development of career guidance are considered on the basis of the country's achievements to date.

This study is part of a larger project of Canadian Policy Research Networks (CPRN), Pathways for Youth to the Labour Market. The purposes of this project include: to better understand the paths that young people take from secondary school to the labour market and the outcomes (employment, earnings, job satisfaction) associated with different paths; to identify institutional and policy structures that appear to support or hinder the ability to find successful pathways. The overall goal is to ensure that more young people are able to find pathways that lead to sustained employment with decent pay, good working conditions and career potential. Career-development services (information, programs and resources) can play an important role in facilitating successful pathways. As part of the research for the Pathways project, CPRN asked the Canadian Career Development Foundation (CCDF) to provide a pan-Canadian overview of the scope of career-development services for youth.
