This article outlines the results of a survey on the current state and future direction of lifelong learning in Japan. The survey was conducted during 1990 and focused on the administrative aspects of community education in the municipalities (jointly administered towns and villages). Data was collected from education committees drawn from municipalities throughout Japan, certain areas of Tokyo, and committees established by municipalities in the form of educational administrative associations. The survey investigated: the general status and progress of lifelong learning (design, learning centres, organisational structure); the cooperative structures involved in lifelong learning (school education, department leaders and private enterprises); the new trends in the operation of lifelong learning (for example, type of course and support of independent learning groups); and the attitudes and problems that affect lifelong education.
