The Government’s Indigenous Employment Policy (IEP) was announced in the 1999-2000 Commonwealth Budget as an initiative designed to create more employment opportunities for Indigenous Australians. The policy was progressively implemented from 1 July 1999 and included a comprehensive set of strategies encompassing a new Indigenous Employment Programme, support for small business development and refinements to Job Network services for Indigenous people. This report is part of an evaluation designed to determine the effectiveness of these new arrangements and to inform policy adjustment over time in the light of experience. The report is the outcome of the second stage of the evaluation and examines the effectiveness of the main components of the IEP (wage assistance, structured training and employment projects (STEP), and Corporate Leaders) and the contribution of Job Network's Intensive Assistance to improving outcomes for Indigenous people. The report reveals that specialised Indigenous employment programs and Job Network services are both effective in helping Indigenous job seekers secure more jobs with the private sector. Indigenous people are also holding these jobs for longer than they would have without assistance. The report identifies areas for improvement and future challenges.

The probability of leaving unemployment has traditionally been expected to fall as the duration of the unemployment spell increased. In recent years, however, this view has been challenged by several analysts who argue that evidence of this relationship may derive from not taking account of differences in the characteristics of the unemployed. This paper attempts to ascertain the separate influence of unemployment duration by modelling the probability of leaving unemployment as a function of duration, while controlling for a much wider variety of characteristics than has hitherto been possible. The analysis uses data from the first round of the Australian Longitudinal Survey conducted by the Bureau of Labour Market Research and relates to youth between the ages of 15 and 24. The outcomes suggest that unemployment duration is particularly important in influencing the labour market status of females. The influence of duration appears to be felt on both the demand and supply sides of the market, the latter being exercised through the reservation wage. These results can be broadly interpreted as providing evidence in support of the traditional view of the influence of duration.
