Following consultation on the Green Paper, ‘Queensland’s proposed responses to the challenges of skills for jobs and growth’ (indexed at TD/QLD 81.04), the Training and Employment Recognition Council (TERC) was commissioned to undertake a review of the nominal terms of apprenticeships in Queensland. It was conducted between 11 October-20 December 2005 and involved wide consultation with industry stakeholders through briefings, hearings, individual discussions and written submissions. The review was undertaken in the context of an existing competency-based training system which allows early completion. Currently, 30 per cent of apprentices, across a range of trades finish their apprenticeship before the nominal term ends. The review began with the idea of establishing a new term, ‘expected maximum durations’ to replace the existing ‘nominal terms’. It was envisaged that this terminology would help in change management and more accurately reflect the time required for most apprentices to achieve competence. During the course of the review it emerged that there was little support for this proposal. An element of consensus did arise for the concept of establishing a target for earlier completion in many apprenticeships, an ‘expected duration’, while keeping the existing nominal term. The report includes recommendations for adjustment to the nominal terms of some apprenticeships and the introduction of expected durations. The review also identified several issues that impact on the ability of apprentices to complete their training early and the quality and management of the training system in general. The Training and Employment Recognition Council (TERC), formerly the Training Recognition Council (TRC), was established under the Vocational Education Training and Employment Act 2000 (s167). It was responsible for administering and regulating training organisations, course accreditation, training contracts for apprenticeships and traineeships and vocational placements in Queensland.

The Council was abolished by the Vocational Education and Training (Commonwealth Powers) Act 2012 and its functions in relation to the registration and regulation of training organisations, the accreditation of courses and the issuance of qualifications were transferred to the national VET Regulator. Skills Queensland took over the Council's remaining powers and functions including those in relation to apprenticeships and traineeships, group training and principal employer organisations, skills recognition and employment exemptions.
