This report discusses an initiative launched by a Nordic network (Denmark, Finland, Iceland, Norway and Sweden) on effectiveness and quality in guidance for adults funded by the Nordic Network for Adult Learning (NVL). The initiative builds on recent international evaluations of guidance policy development and has three components: (1) analysis of the expected outcomes of adult guidance from the perspectives of guidance providers, policy makers and relevant stakeholders; (2) analysis of the existing data collection frameworks, i.e. how the data is used in relation to the expected outcomes; and (3) a summary of the existing question and answer mechanisms in the Nordic countries and description of the future challenges based on the findings. The data is reflected also from the European lifelong guidance policy development perspective. Based on the findings, recommendations are made for further steps at national level in the respective countries.

The purposes of this article are twofold. First, it considers the policy links between guidance and lifelong learning, highlighting in particular the implications of findings from a recent study by the Organisation for Economic Co-operation and Development (OECD) [indexed at TD/TNC 77.117]. Secondly, it critically compares two approaches to workplace guidance about education and training, drawing upon evaluations of various initiatives organized by trade unions and employers in Denmark and the UK. These evaluations are based on qualitative data collected from in-depth interviews with those responsible for organizing and giving the guidance, as well as those who received it. Five interviews were conducted with recipients of guidance in each country, either face-to-face or by telephone, using a semi-structured interview schedule. The conclusions suggest some issues that need to be addressed by guidance practitioners and policy makers, including employers and trade unions.

The centrality of the users as partners in quality development is highlighted in official documents on career guidance, such as the EU Resolutions on Lifelong Guidance from 2004 and 2008. In addition, increased numbers of scholars in the field of organisational development and public service innovation highlight the importance of user participation as key in building stronger and more relevant services. Thus, policy rhetoric and research-based knowledge point in this direction: the main person in guidance interventions is the user, and the user should be involved. With this backdrop, it would seem evident that the voice of users was taken seriously in the planning, in the selection of methods and in the practical ways of offering guidance. Nordic research, however, shows that there is quite a gap between the rhetoric and realities when it comes to the systemic involvement of users in designing and offering guidance, even in the Nordic countries where democracy and active citizenship are so deeply rooted. This situation reveals some aspects of the uneasy relationship between individual and society.

As the tectonic plates of society move, so do career guidance and career development. Old paradigms are under pressure. New guidance concepts are needed, some of which may be viewed as utopian. Guidance philosophies of our times need to envisage a shift towards a greener and sustainable future. Green Guidance puts a wider perspective to career choices and career development. Guidance needs a re-orientation, a new approach: a genuine paradigm shift.

Quality assurance (QA) and evidence in career guidance are increasingly seen as an essential part of explaining and even legitimising career guidance activities and policies. The impact of career guidance or career education has to be demonstrated. This paper provides a discussion of how and why QA and evidence approaches are featuring on the agenda of many European countries. A particular focus is the link between quantitatively oriented QA approaches and the effects that this has on guidance policies and practices. Thus, specific QA and evidence approaches are more than measuring techniques and far from being neutral instruments.

This two volume publication (report and annexes) examines both the value of adult guidance to its users and their involvement in developing and organising guidance services in adult education. The first goal of this study is to describe if and how adult users of guidance have an impact on the services provided, as well as to compare user involvement in adult guidance in the Nordic countries. A second goal is to evaluate learning outcomes of guidance for adults in the Nordic countries that seek guidance in adult learning centres. The results are first reported for each of the five Nordic countries (Denmark, Finland, Iceland, Norway and Sweden) and then compared. Annexes contain: focus group interview frameworks (clients, practitioners, managers); focus group reports (Denmark, Finland, Iceland, Norway, Sweden); and questionnaires (in English, Denmark, Finland, Iceland, Norway, Sweden).

OECD's Education Committee, together with its Employment, Labour and Social Affairs Committee, endorsed a new activity on policies for information, guidance and counselling services in 2000. The main aim of the activity is to understand how the organisation, management and delivery of these services can help to promote key policy activities such as lifelong learning for all and active labour market policies. Fourteen OECD countries were involved in this activity: Australia; Austria; Canada; the Czech Republic; Denmark; Finland; Germany; Ireland; Korea; Luxembourg; the Netherlands; Norway; Spain; and the United Kingdom. Information about these countries was gathered using a national questionnaire, country visits, commissioned papers and meetings of national experts and policy makers.
This paper, jointly commissioned by the OECD and the European Commission, provides an overview, with examples from the USA, Canada and the European Union Member States, of national quality standards and national approaches to the definition of quality for the delivery of career guidance services, the skills and qualifications required of career guidance workers, and occupational and educational information used in career guidance. The author comments on the need for, and adequacy of, such standards and definitions, on the roles of government and professional career guidance organisations in developing, implementing and monitoring such standards and definitions, and the steps that governments can take to raise the quality of career information, guidance and counselling services.
