This report provides an assessment of 17 exemplary employer-based training (EBT) programs. The case study summaries provided in the report describe specific aspects of each EBT program, including what type of training is offered, the training curriculum, the cost of the training, and training outcomes. The first section of the report examines companies that worked with the Job Training Partnership Act (JTPA) to provide training for newly hired employees. The second section focuses on companies that didn't work with JTPA and provided privately financed training to upgrade the skills and competencies of their existing workers. The important focus of the case studies is on the customisation of training programs to meet the needs of both companies and workers. Show less

The Workforce Investment Act (WIA) of 1998 (P.L. 105-220) recognized the relationship between adult education and workforce development and the need for accountability in all literacy, training, and employment programs. Enacted as Title II of WIA, the Adult Education and Family Literacy Act (AEFLA) required substantial changes in the operations of state and local adult education programs, including allocation of funds, accountability and performance measurement, and the relationship between adult education and one-stop delivery systems. This report synthesizes information from a survey of all state directors of adult education and site visits to nine local programs in five states. Findings relate primarily to the first 18 months of AEFLA implementation.

This report presents interim results from a rigorous evaluation of two different employment strategies for hard-to-employ public assistance recipients in Philadelphia. The study is part of the Enhanced Services for the Hard-to-Employ Demonstration and Evaluation Project, which is testing innovative employment strategies for groups facing serious obstacles to steady work. The Hard-to-Employ project is sponsored by the Administration for Children and Families and the Office of the Assistant Secretary for Planning and Evaluation in the US Department of Health and Human Services (HHS), with additional funding from the US Department of Labor. It is being conducted under contract to HHS by MDRC, a nonprofit, nonpartisan research organization, along with the Urban Institute and other partners.

Nurses are health care's backbone, spending the most time with patients and adding value within institutional teams of caregivers and in providing ambulatory primary care. Short-term shortages wax and wane as employers seek to hire at accustomed prices. More seriously, the next decade may see more older nurses retiring than new ones entering the workforce, so education needs to be augmented and improved. But no precise estimation method can show how many nurses society 'should' produce. Policy should focus more on nurses' scopes of practice and aligning how they are treated and paid with the value they add to patient care.

Why do some communities manage to retain employers, and even attract new employers, while others seem to be left behind? This issue addresses the relationship between workforce development and economic development. The highlighted reports present findings about the role of adult education in workforce development and about how sector strategies are addressing worker and employer needs at local and regional levels.

Currently, most families in the United States of America (USA) who experience personal or family challenges are exempted or deferred from participation in employment or employment-related activities. However, there are a small number of states and some local programs that have expanded the Job Opportunities and Basic Skills (JOBS) program or have developed programs outside of the welfare system to address the needs of these families. This report summarises information from case studies of eight of these programs and examines the issues that are important to consider when designing such programs.

The Welfare-to-Work (WtW) grants program was established by the US Congress in 1997 to provide additional resources to supplement welfare reform funds. WtW funds were intended to support programs, particularly in high-poverty communities, to help the least employable, most disadvantaged welfare recipients make the transition from welfare to work. These funds were also available to assist non-custodial parents with employment difficulties to increase their earnings and provide better support for their children. This document is one of several reports from the congressionally mandated national evaluation of the WtW grants program. The report presents findings from the process and implementation analysis component of the evaluation, and describes the service delivery operations of programs funded with WtW grants in 11 study sites. These findings are based on information collected through two rounds of site visits in 1999 and 2001, and management information system data maintained by the programs on participants and services. Topics covered include institutional arrangements, targeting and enrolment, service delivery models, and job placement.

This report presents interim results from a rigorous evaluation of the New York City-based Center for Employment Opportunities (CEO), a highly regarded employment program for ex-prisoners. CEO participants are placed in paid transitional jobs shortly after enrollment; they are supervised by CEO staff and receive a range of supports. Once they show good performance in the transitional job, participants get help finding a permanent job and additional support after placement. CEO is one of four sites in the Enhanced Services for the Hard-to-Employ Demonstration and Evaluation Project, which is sponsored by the Administration for Children and Families and the Assistant Secretary for Planning and Evaluation in the US Department of Health and Human Services (HHS), with additional funding from the US Department of Labor. The project is being conducted under contract to HHS by MDRC, a nonprofit research organization, along with the Urban Institute and other partners.The impacts of CEO’s program are being assessed using a rigorous research design. In 2004-2005, a total of 977 ex-prisoners who reported to CEO were assigned, at random, to a program group that was eligible for all of CEO’s services or to a control group that received basic job search assistance. So far, the two groups have been followed for two years after study entry.

Recent projections of the supply and demand for nurses in the US indicate that it will be nearly a decade before demographic changes in the population and the ageing of the existing workforce combine to create a significant shortage of nurses. It is suggested, therefore, that there is time to address this problem and prevent a severe skill shortage. This paper reviews current research as well as a selection of promising practices and concludes that a multi-pronged approach that addresses recruitment, retention, and training is required. Policies should aim to retain those already in the profession, attract new entrants to the labour market, and develop workers already employed in health care who, with further training, could enter the nursing profession. The paper contains the following sections: Introduction; What is a labour shortage?; The health care industry and the role of nurses; Summary of the national picture; Regional and local labour market evidence and issues; Approaches, recommended solutions, and implications; Conclusion; Bibliography. The appendix provides examples of labour shortage models.
