This report investigates the knowledge industries in Europe, and the move towards a knowledge-based economy. The report notes that the knowledge economy has most commonly been defined in terms of technology and knowledge-based industries based on concentrated research and development, the use of high levels of information and communications technology (ICT), and significant numbers of graduates and professional and associate professional employees. The report reveals that Europe has experienced a significant growth in knowledge industries over the past decade and at a similar rate to the expansion of knowledge-based employment in the US. It is indicated that in 2005, the size of Europe's knowledge economy measured by the share of total employment in knowledge industries was similar to the US. And these first few years vary significantly by gender, with young women and men experiencing different pathways into the labour market. This report considers how the pathways into work for young people vary by gender. It is structured as follows: chapter one considers young people in employment; chapter two focuses on young people in education; chapter three considers young people not in education, employment or training and the support available for young people out of work; and chapter four develops the implications of this work for policy.

This report documents a research project that aimed to investigate whether ‘knowledge cities’ have distinct qualities, what factors create a knowledge city, and what contribution ‘knowledge’ makes to economic success and quality of life in a city. An ‘ideopolis’ is defined as ‘a sustainable knowledge city that drives economic success in the wider city-region’. It is characterised by the following: high levels of economic success; high levels of knowledge intensity based on The Work Foundation’s definition of knowledge intensity; a diverse industry base including distinctive specialist niches; a university that has a mutually beneficial relationship with the city, leading to industries built upon research strengths, transfer of knowledge to businesses and the retention of graduates; strong communications infrastructure and good transport links within the city and to other cities, including air, rail and road; distinctive long-term ‘knowledge city’ offer to investors and individuals alike, created by public and private sector leaders; strategies to ensure that deprived communities also benefit from the economic success associated with knowledge. This report is the first from our Missing Million research program. It finds that young people are having an increasingly difficult time getting an initial foothold in the labour market and need to be better supported in school-to-work transitions. We analyse the characteristics of the young long-term unemployed and conduct a series of interviews with this group in order to set forth recommendations for policy-makers on targeting the issues faced by this demographic.

Prior to the [COVID-19] pandemic, there were growing concerns that the opportunities created in this industry sector were 'out of reach' for many. This paper represents the first phase of the [Creative Industries Policy and Evidence Centre's] PEC's 'Policy review series on class in the creative industries'. Echoing wider research, we find widespread and persistent class imbalances. Those from privileged backgrounds are more than twice as likely to land a job in a creative occupation. They dominate key creative roles in the sector, shaping what goes on stage, page and screen. They are also more likely to experience greater autonomy and control over their work, to have supervisory responsibility and to progress into managerial positions. We also find that class interacts with other factors - such as gender, ethnicity, disability and skill levels - to create 'double disadvantage'. The intersection of class and skills has a particularly pronounced impact on the likelihood of landing a creative job, where those from a privileged background who are qualified to degree-level or above are 5.5 times as likely to secure a creative role than those of working-class background who are only skilled to [General Certificate of Secondary Education] GCSE-level. Despite growing awareness of the issue and action by business, Government and industry stakeholders to promote greater inclusion, the likelihood of someone from a working-class background finding work in a creative occupation has remained largely unchanged since 2014 - the first point at which we are able to measure class origin using a robust and comparable method.
Our research suggests that the issue does not end with whether or not those from a working-class background can make it into our creative industries, but rather whether they are able to thrive and progress once there. This raises the important question of how we can evolve and enhance the current approach so as to: shift the dial on diversity in a significant and sustained way; build a genuinely open and inclusive creative economy that creates opportunities for all; that maximises talent; and enables all workers to thrive, irrespective of their socio-economic background.
